Odefey explained Home Rule cities allow Council's discretion as to appointments for however long Council wanted. Councilmember Glenn made a public apology. for bringing up the issue but questioned the City going against the Charter. Glenn suggested training someone to fill the position, and told Thompson he supported her as Municipal Judge for the City of Palacios. First Reading Ordinance No. 2023-0-13 Beachside Voluntary Annexation and Establish Zoning) Discuss and approve first reading of Ordinance: No. 2023-0-13, an ordinance oft the City of Palacios, Texas, annexing approximately 19 acres of land located within the Beachside Subdivision as further described herein, into the City's municipal boundaries, establishing the permanent. zoning of the newly annexed territory, and declaring an effective date. Presented by Legal Counsel, Anne Marie Odefey. City Attorney, Odefey explained the property that was to be annexed. A map oft the property was shown to Council. Raleigh explained what the public works department, plans to purchase with the grant money, provided by the Ed Rachal Foundation, and how they plan to use the remaining funds.
