Raleigh updated Mayor and Council on various projects within the City including; water plant upgrades and repairs, Bethany Park Lif Station and drainage, Umiversity. Lif Station, downtown sidewalks, fire hydrants, smoke testing repairs, burn site, WIFIA, water meters, bridge repairs, TxDOT drainage and crosswalk,  Activity Complex, Palacios marketing, and website. Mayor Gardner explained the issue ofkeeping Thompson as Municipal.Judge) fulli time wouldg go against the charter since she lives inj precinct 4 and not in 3 as Charter states as ai requirement.. Mayor asked City Attorney, Odefeyt to explain ifity would be! permissible. toc allow Thompson toi remain Interim. Odefey explained Home Rule cities allow Council's discretion as to appointments for however long Council wanted. Councilmember Glenn made a public apology. for bringing up the issue but questioned the City going against the Charter. Glenn suggested training someone to fill the position, and told Thompson he supported her as Municipal Judge for the City of Palacios. Councilmember Wier made a motion to nominate Suzanne Thompson as interim. Municipal Court Judge for the City ofPalacios ford aterm of12n months. Councilmember Glenns secondedi the motion. 3. First Reading Ordinance No. 2023-0-13 Beachside Voluntary Annexation and Establish Zoning) Discuss and approve first reading of Ordinance: No. 2023-0-13, an ordinance oft the City of Palacios, Texas, annexing approximately 19 acres of land located within the Beachside Subdivision as further described herein, into the City's municipal boundaries, establishing the permanent. zoning of the newly annexed territory, and declaring an effective date. Presented by Legal Counsel, Anne Marie Odefey. City Attorney, Odefey explained the property that was to be annexed. A map oft the property was shown to Council. Councilmember Glenn made ai motion to approve the ordinance as written. Councilmember Schulman seconded the motion. Motion! passed with a. 5/0 vote. City Secretary polled the votes showing Councilmembers Glemn, Woolf, Wier, Schulman, and Mayor Gardneri voting "yea" and Councilmembers Hink and Trainor being absent. 4. Bills Paid and Financials for the Month of. June 2023 Discuss and approve bills paid and financials for the month of June 2023. Presented by Finance Manager, Maria Ayala. Councilmember Schulman made a motion to approve bills paid and financials as presented. 5. Public Works Equipment GrantI Discuss and approve a grant for Public Works Equipment from thel Ed Rachal Foundation.. Presented by City Manager, Cynthia Raleigh. Raleigh explained what the public works department, plans to purchase with the grant money, provided by the Ed Rachal Foundation, and how they plan to use the remaining funds. Councilmember Glenn made ai motion toc approve the grant. Councilmember Wier seconded the motion.. Motion passed unanimously. Generator Maintenance Agreement Discuss and approve a proposal for one-year generator maintenance city-wide. Presented by City Manager, Cynthia Raleigh. City Manager, Raleigh notified Council the lowest qualified bidder for the job was Devall Diesel Services, LIC. Jody  Motion passed unanimously.  Councilmember Glemns seconded the motion.
