Minutes Approve minutes from the regular council meeting and budget workshop of] July 13,2023, public hearing and regular council meeting of July 27, 2023, and special city council budget workshop of August 03, 2023. Presented by Mayor Gardner. Councilmember Hink made a motion to approve the minutes of July 13, July 27, and August 03. Councilmember Trainor seconded the Final Reading Ordinance No. 2023-0-13 Beachside Voluntary Annexation and Establish Zoning. Discuss and approve final reading ofOrdinance No. 2023-0-13, an ordinance of the City of Palacios, Texas, annexing approximately 19 acres of land locate withing the Beachside Subdivision as further described herein, into the City's municipal boundaries, establishing the permanent: zoning oft the newly annexed territory, and declaring ane effective date.. Fire Marshal Appointment Discuss and approve applicants for the position of Fire Marshal for the City of Palacios. Presented! by Mayor Gardner. Mayor Gardner appointed. Daniel Shook as the Fire Marshal for the CityofPalacios) for the duration ofthe mayor's termo ofoffice. Councilmember Glenn made ai motion to approve Daniel Shook as Fire Marshal. Coumcilmember Hink seconded First Reading Ordinance No. 2023-0-14 Discuss and approve an Ordinance of the City of Palacios, Texas, amending the code of ordinances by repealing section 10.02.063 "Notice and Hearing Requirements for Certain Replats"; repealing any conflicting ordinances; and providing an effective date.. Presented by City Attorney, Anne Marie Odefey. Odefey explained the ordinance to Council and answered questions. Councilmember Glemn made a motion to approve, first reading ofOrdinance. No. 2023-0-14. Councilmember Trainor. seconded the motion. City Manager polled the votes showing Coumcilmembers Glenn, Trainor, Wier, Hink and Mayor Gardner all voting "yay" " and Councilmember Schulman and Mayor Pro Tem Woolfbeing absent. Motion passed. Patriot Strategies Consulting Contract Discuss and approve an agreement with) Patriot Strategies Consulting to assist the City of Palacios in grant writing. Presented by Grant Manager, Tammy McDonald. Council discusseddetails ofthe agreement with MeDonaldandCivy. Manager, Raleigh. Council decided more information was needed and Councilmember Glenn made a motion to postpone definitely. Councilmember Wier: seconded the motion. Motion) passed unanimously. Board of Adjustment and Appeal Consider and take action to appoint ai five-member Board of Adjustment and Appeal on an ad hoc basis for the school building project under Art. 3.02.009 of the Code of Ordinances. Presented by City Attorney, Anne Marie Odefey. Odefey explained the reason and purpose of creating the committee and answered questions from Council. Councilmember Glenn made a motion to allow the Mayor and City Manager to create the committee. Councilmember Hink seconded the motion. Motion passed unanimously. 5. Patriot Strategies Consulting Contract (Cont.) City Manager, Raleigh came. forth with new information, for. funding. for the contract, and Council discussed further. Councilmember Trainor made ai motion to approve the contract with Patriot Strategies Consulting. Councilmember Wier seconded the motion. Motion passed witha 4/1 vote with Councilmember Glenn voting "nay". Texas Government Code $551.074, to deliberate the appointment, employment, evaluation, reassignment, duties, discipline, or dismissal ofa public officer or employee. (City Attorney).  motion.
