Dotson- voiced his concerns over not receiving ai response from the City Manager when he notified her that chemicals were being washed in the bay while public works cleaned graffitioff Mayor Gardner asked Council and staff to respond to any untruth that may have been spoken by Mr. Dotson. City Manager, Raleigh, and Margie Wier comfirmedaresponse was givent to Mr. Dotson regarding Palacios Police Chief, Tobie Bias administered Oaths ofOffice to new officers Heath Barnett and Anthony  the street.  his concern. Bias recognized  the graduates ofthe Citizen's Academy. Program.  Police Chief Tobie Bias presented Lt. Gonzales with the FBI Trilogy Award.  DISCUSSION ACTION ITEMS  4. Minutes Discuss and approve the minutes of Regular City Council Meeting of December 14,2023. Mayor Jim Gardner. Councilmember Hink made a motion to approve the minutes as presented. EDC Amended Bylaws Discuss and approve amended EDC Bylaws. Presented by Mayor Jim Gardner. Mayor Pro Tem Woolf made a motion to approve the amended EDC Bylaws. 2. Appoint Palacios Economic Development Corporation (PEDC) Directors Discuss and consider applications to appoint new members tot the board toi fill four vacancies with two-year terms ending in December of 2025. Presented by Mayor Gardner and City Attorney, Odefey. Mayor explains that only two Councilmembers. appliedio serve on EDC, and therefore Mayor and Chip Woolfwill remain on EDC. Councilmembers choose two people from the remaining applicants to serve on PEDC. Ballots were passed out to Council and the votes were tallied. Votes were as follows: Michael Flores 0v votes, Diane Cartwright - 5 votes, Paula Whitney- -Ivote, David.Aparicio -1 vote, Donny Tran - 2 votes, Ron Laws -2 votes, Michael Dotson 1 vote, Ron Linton - 1 vote. Ballots were passed out a second time to break the tie vote between Donny Tran and Ron Laws. Votes were talliedandwere. as follows: Donny Tran- Svotes, Ron Laws- 1 vote. Mayor announced the four members were selected as follows, Mayor Gardner, Mayor Pro Tem Chip Woolf Diane 3. Master Service Agreement with Garver for the WIFIA Project Approve a master service agreement with Garver Engineering for the WIFIA Project. Wade Parks with Garver Engineering. Wade explained the agreement to Council. The City will need aj financial advisor to help with the process. Odefey explained the agreement is not to exceed $10,000, but that would get the City through. Councilmember Hink made ai motion to accept approval of the master service agreement and Work Order One not to exceed $10,000. Councilmember Glenn seconded the motion. Motion 5. October Bills Paid Discuss and approve bills paid for the month of October 2023. Maria. Ayala, Finance Manager. Councilmember Glenn asked many questions regarding bills paid out of the current budget, or the previous budget. Councilmember Glemn made a motion to approve bills paid for the month of October 2023. Councilmember Wier seconded the motion. Motion passed General Election Services Contract Discuss and approve a contract with Matagorda County Clerk's Office to conduct and supervise the 2024 General Election. Anne Marie Odefey, City Attorney notifedCouncilo ofchanges made by the county to the contract on pages 1 and page 2t0 be changed from. 30 days to 60 days. The City Manager made the changes to the contract. Mayor Pro Tem Woolfmade ai motion to approve the General. Election Services Contract with. Matagorda County as presented with changes. Councilmember Glenn seconded the motion. Motion passed Final Reading Ordinance No. 2023-0-24 "Adoption" Discuss and approve final reding of Ordinance No. 2023-0-24; an Ordinance of the City of Palacios, Texas, amending the Code of Ordinances by amending section 1.01.01 "Adoption"; repealing any conflicting ordinances; and providing an effective date. Anne Marie Odefey, City Attorney. Coumcilmember Glenn made a motion to approve Ordinance No. 2023-0-24 "Adoption". Coumcilmember Wier seconded the motion. City Attorney polled the votes showing Councilmembers Glenn, Trainor, Woolf, Wier, Hink, and. Mayor Gardner voting, "Aye"; no coumcilmember voting, "Nay": and Coucilmember  Councilmember Glenn seconded the motion. Motion passed unanimousy. Councilmember Glenn secondedi the motion.
