Glaze showed Councila PowerPoint presentation showing the status of current projects happening in the city, including living shoreline, waterlines, and proposed water main, Commerce St. lif station andj force main, 4th and: 5th Streets sidewalks, and downtown sidewalks. DISCUSSION AND ACTION ITEMS: 1. Minutes Discuss and approve the regular council meeting minutes of May 25, 2023. Presented by Mayor Gardner. Councilmember Schulman made a motion to accept the minutes of May 25hh regular meeting. Seconded by Councilmember Wier. Motion passed 2. Revised Pavilion Rental Application and Security Contract Discuss and approve revisions made to the Pavilion Rental agreement and Palacios Police Department security contract.. Presented. by City Manager, Cynthia Raleigh. Raleigh explained changes made to the rental agreement and security contract. She explained the security contract reflects only Palacios Police officers may, provide security for the Pavilion, but afer further discussion with the ChiefofPolice, they have agreed any licensed peace officer mayl be used ifsecurity is7 needed. Council discussed the fees associated with the rental, and Raleigh explained the fees) wouldi not be changed and willl bei int thej fees schedule thes same as before. Councilmember Glenn made a motion to approve the new. Pavilion application and Security Contract with the amendment of any peace officer being used for security purposes if needed. Councilmember Woolfs seconded the motion. Motion passed unanimously. 3. 2023] Personnel Policy Discuss and approve updated personnel policy. Presented by Tammy McDonald. Council questioned ift the personnel policy needed to be approved by Council. City Attorney explained that Council approves all policies, and this would fall under that category. Councilmember Glenn made a motion to approve the 2023 Personnel. Policy as written. Councilmember Hink seconded the motion. Motion passed with a 6/1 vote. 4. Appoint New Members to Planning and Zoning Commission Discuss and approve appointing applicants to fill two vacancies for the Planning and Zoning Commission with terms ending in May of 2025. Presented by Aleigha Galvan, City Secretary. Galvan explained to Council they would need to fil two vacancies for the Planning and Zoning Commission with terms expiring in May of 2025. Ballots were passed out to Council with applicants Ron Linton, Troy Lewis, and. Joe Monk. Votes were tallied with Ron Linton receiving 5 votes, Troy Lewis receiving 7 votes, and Joe Monk receiving 2 votes. Councilmember Glenn made a motion to accept Ron. Linton and Troy Lewis as members of the Planning and Zoning Commission with their terms ending in May of 2025. Councilmember Trainor. secondedi the motion. Motion passed unanimously. 5. Appoint New Members to Zoning Board of Adjustments Discuss and approve appointing applicants to fill 5 vacancies for the Zoning Board of Adjustments and setting terms. Presented by Aleigha Galvan, CitySecretary, Galvan explained the needj for 5 new members and. 2 alternates for the Zoning Board of Adjustments. Four applications were received. Ballots were passedo out to Councily with applicants Tom Chando, Ron Linton, Ron Laws, and Troy Lewis. Votes were tallied with each applicant receiving 71 votes. Tom Chando shall be place 1, Ron Linton shall be place 2, Ron Laws shall be place 3, and Troy Lewis shall be place 4. Places 1 and 3. shall have ai two-year term ending in Mayo of2025, and places 2 and 4shall have ac one year term ending in May of2024. Motion Accept Donation of Real Property from Ed Rachal Foundation Discuss and approve acceptance of swimming pool and tennis court properties deeded to the City of Palacios. Presented by City Manager, Cynthia Raleigh. Councilmember Glenn made a motion to accept donation of swimming pool and tennis court properties from the Ed Rachal Foundation. Commerce Street Lift Station Pump and Force Main Project Bid Discuss and approve acceptance of construction bids. Presented by. Matt Glaze with Urban Engineering. Glaze went over the two bids that came in, and recommended the lower bid made by Lester Contracting. for $406,880. be awarded.
