Police Vehicles a Consider and take possible action approving thej purchase ofnew pursuit rated police vehicles. Chief Bias expressed the need for police vehicles within his department. Current vehicles would be redistributed to other departments within the cify. Chief Bias explained the cost for buying outright, and City Attorney Odefey discussed leasing options for thè vehicles. Council questioned the need for new vehicles. Bias explained the timeline of when the vehicles would be purchased to the time they would be received. Council debated the mumber ofvehicles requested. Itis governed by a Board of Trustees that is elected by the general membership at an annual meeting. PAHA operates the City by the Sea Museum to carry out its work. It relies on grants and donations to support that work, as well as on the generosity of volunteers who give their time, energy, skills, and talents. It operates a gift shop in the Museum and employs an Executive Director, a Curator, and an Education Specialist. She holds a BA in Art History graduating with Honors from the University of Houston Main Campus and was awarded the prestigious Provost Undergraduate Research Scholarship. She earned her joint MA in Art History and Museum Studies degrees at the University of Essex in Colchester, England achieving the honor of Merit. Her research focused on collective memory of public trauma in Chile and its expression through art and film. She has written several published papers on art and collective memory as well as given presentations at conferences on the subject. In addition to. her career in the museum and gallery field, she also taught as a secondary English teacher for five years. Esmeralda has worked collaboratively with artist groups, curators, galleries, and non-profit organizations since 2012. She now weaves her knowledge of museum studies, development, curating, research, writing, marketing, innovative thinking, and teaching to her position as Executive Director. KATIE HUTTO, CURATOR Katie Hutto is a native of Matagorda County and holds a B.A. in History from Stephen F. Austin State University (SFASU) in Nacogdoches, Texas and has also taken graduate courses in Public History at SFA. While attending SFA, she interned at the Danish Heritage Museum of Danevang for two summers, in which she obtained experience in collections management. She is a Certified Interpretive Host from the National Association for Interpretation. Katie serves as the Marker Chairperson for the Matagorda County Historical Commission. She volunteered at City by the Sea Museum and the Matagorda County Museum and Archives, before she was hired as the Museum Coordinator at City by the Sea Museum in 2019, Katie attended Leadership Matagorda in 2019-2020. She now serves as the Curator of Collections at City by the Sea Museum and is currently pursuing her MA in) Public History. KAYLA CLARK, EDUCATION SPECIALIST Kayla Clark is a naturalist and an environmental educator who previously taught at the Alabama 4-H Science School, the New York Aquarium, and the University of Georgia Marine Education Center and Aquarium. She has a B.A. in Sociology from Smith College in Northampton, Massachusetts, and an M,A. in biology from Miami University in Oxford, Ohio. Since 2017, she has been organizing educational events for adults and families as the public programs coordinator for Marine Extension and Georgia Sea Grant. She uses art, scientific inquiry, storytelling, history, and games to connect learners of all ages with nature in their local places. Kayla has assisted with field research that enriches her science teaching, including surveys of gray whales, conch, lionfish, soft corals, shorebirds, seagrass, black gill in shrimp, marine debris, and phytoplankton. She recently moved to Palacios, Texas where she is excited tol learn from her new neighbors. Pelican Playtime is designed for toddlers and their caregivers to have: fun and learn together at the museum. Children listen to stories, move, create art, and play. Events are held once a month, with a different book and theme featured each time. PE FAMILY PROGRAMS We partner with various institutions including Texas Sea Grant, AgriLife, Victoria Zoo, MARSH, Coastal Fisheries, among others tol bring educational family programs to the museum. In addition, our Education Specialist also develops her own programming specializing in environmental education. K-12 OUTREACHES AND TOURS We are also beginning partnerships with area schools to provide in-classroom outreaches for history and science classes for all grade levels, but especially K-8.. There are many things to celebrate locally, as well as challenges to address. There are high levels of poverty, low early literacy rates, and heavily used coastal habitats. Expanded programs serving learners of all ages, are needed to provide community education in a currently underserved rural area. As a place based institution, the City by the Sea Museum is uniquely situated to educate on the connections between our visitors, our residents, our history, and the ecosystems in which we live. We are applying for funds to implement the EXPANSE project, which will expand place-Dased art, nature and social studies education through the development of K-12 field trips, year round family programs, seasonal camps, new adult programming, a new natural history exhibit, the digitization of collections, and stakeholder engagement. Previously, the museum could only support one, part-time staff person, limiting the educational capacity oft the site. An Executive Director and an Education Specialist were hired in 2022 with grant funding, and the Curator transitioned to full time, Sustained funding to cover salary for these three positions, and aj paid, part-time intern, is necessary for the EXPANSE project. In addition, if funded the grant monies would help cover program materials for K-12 and adult programming, guest teachers, presenters and training sO that staff can offer teacher workshops and nature therapy in the future. As part of the expansion, we envision stakeholder engagement, including developing a working group to explore the creation of a marine education center ini the future. New K-121 field trips coordinated by the museum will be held onsite and at Palacios Marine Agricultural Research Inc. Other new activities include a 3rd-5th grade after school club, beach cleanups, and classroom and community outreaches by appointment. We will continue offering two family programs a month including a toddler program specifically designed to support early literacy. Camps, offered for the first time in 2022, would be continued in 2023i if staff time is funded. The expansion of adult programming will immerse individuals in the surrounding environment through art in nature classes, meditation, yoga, guided birdwatching, fishing classes and lectures. One of the highlights for late winterlearly spring of 2023 is an artist in residence program that will culminate in a body of worki inspired by their residency to be displayed at City by the Sea Museum's new gallery space. Palacios is fortunate to boast such local talents as maritime artist Donna Nyzio and contemporary artist and designer Zeinab Ghais who will be guest teachers for the year-round art in nature series of classes. Anticipated impacts include reduction of litter along the Palacios waterfront, k-12 students' academic success and increased environmental literacy and conservation awareness CITY-SEA M US EUM among participants of all ages. Adult program participants may experience increased well-being and sense of belonging, particularly among the elderly. Furthermore, adult programming could increase visitation to Palacios and contribute to a more vibrant local arts scene.
