CITY OF PALACIOS, TEXAS REGULAR CITY COUNCIL MEETING MINUTES December 15, 2022 REGULAR CITY COUNCIL MEETING A regular City Council meeting was held by the City Council oft the City ofPalacios on December 15, 2022, at 6:00 p.m., in Council Chambers located at 311 Henderson, Palacios, Texas 77465. CALLTO ORDER Mayor Jim Gardner called the City Council meeting to order at 6:01PM. CERTIFICATION OF A QUORUM MayorJim Gardner certified a quorum was present. Councilmember Dotson led the Council, Staff and Citizens inj prayer and pledges to the U.S., CITY OF PALACIOS REGULAR CITY COUNCIL MEETINGI MINUTES-DECEMBER 15, 2022 ANNOUNCEMENIS: Mayor's Announcements a Mayor Gardner announced he would be increasing discipline in meetings for precise record keeping and asked those speaking at citizen' 's forum to keep their time to the 3 minutes allowed. ii. Councilmember's, Amnouncements- None CITIZEN COMMUNICATION FORUM: - Public Comments i. Edith Gower - spoke about the. Luther Hotel andi requested more time toj findawin- win solution between all parties involved in the demolition process. ii. Susan Summers - spoke about the Luther Hotel and asked for more time toj prevent iii. Mark Garrett - stated he hates to see the Luther Hotel go, but he doesn't want to iv. Stuart Lynn a Engineer/Bulder, Stuart Lynn Construction a Spoke about his experience remodeling the BayTex Hotel in Bay City, TX. Lynn talked about his tour of the Luther Hotel when he considered purchasing the building. He told Council he believes it wouldnot bej fnanciallyfeasible to remodel the Luther. Hotel. V. Garth Luther a Spoke about the history of the Luther Hotel, memories, and his grandparents who ran the hotel. He told Council it didn' 't make sense to get rido of the hotel from being demolished. see, the City meddle in aj private matter. unique building that could bring ini revenue for the city. PRESENTATIONS: i. HIF (Highly Innovative Fuels) - James Outtrim 2 Gave aj presentation on the plans for the future operations oft the largest plant ofi its kind ini the world to be built near STP. There was much discussion between Council and the audience. ii. EDC Board Member Application Update 2 City Manager, Cynthia Raleigh 2 Raleigh announced there were no applications turned in at that point ini time. iii. Planning and Zoning Yearly Activity Report -1 Planning and Zoning Chairman, Joe Monk - Monk gave a verbal report on current activities and meeting stats. REPORTS AND DISCUSSION Performance Indicators for October and November 2022 a City Manager, Cynthia Raleigh. Raleigh gave a brief report on each department's accomplishments for these two months. Council had: no questions or need for clarification. ii. November 2022 Financials a City Manager, Cynthia Raleigh a Raleigh gave a report on financials for the month ofNovember. Council had no questions or need for clarification. ITEM WASSKIPPED. CITIZEN'S FORUM CONTINUED: vi. Sarah Retzloff a Retzloff spoke about the historical significance of the Luther Hotel and vii. Margaret Doughty 2 Doughty spoke about the Luther Hotel and requested more time before the demolition is set to come up with a plan to save it. She asked Council to vote viii. Donna Schulman 2 Schulman asked Council to vote "no" to the Moratorium Ordinance. She said it was her right as a tax paying citizen to demolish 01 remove any structure that is on her property. Schulman stated the agreement with the Luther Hotel is between the buyer and the. seller, not the City. She asked Council not to get involved. ix. Gail Purvis - Purvis spoke about a time the Cily of Palacios filed a lawsuit to keep the hospital open to the public 22 years ago and won. She urged Council to approve the x. Roman. McAllen - ThankedCouncil, for volunteering to. serve. McAllen said he was inj favor ofthe Moratorium Ordinance with some amendments. MeAllenrequesled: the Luther Hotel her desire to, prevent demolition. "yes" on the Moratorium Ordinance. extension ofdemolition ofthe Luther Hotel. be deconstructed instead of being demolished. DISCUSSION AND ACTION ITEMS: iv. First Reading Demolition Moratorium Ordinance No. 2022-0-20 a Councilmember Mike Dotson and Councilmember Sharon Trainor - Discuss and consider approving first reading Demolition Moratorium Ordinance. Mayor" announced his stance on the matter. Councilmember Glenn announced this item will not return to the agenda again and the matter" lies with the attorneys. Councilmember Dotson requested Mayor Gardner make the motion. Councilmember Samora stated her concerns about this coming to Council too late, the situation was very sad, and the decision would be a hard one to make. Councilmember Wolfstated. he has watched the hotel decline for) years.
