CALLTOORDER  Mayor Gardner called the REGULAR City Council meeting to orderat 6:05PM.  CERTIRICATION OF A QUORUM Mayor Gardner certified a quorum was present. CITIZEN COMMUNICATION FORUM: - Public Comments  Joe. Monk- spoke about citizens addressing council  ii. Roman McAcllen - spoke about his concern for the Luther Hotel possibly being  demolished.  OATHS OF OFFICE:  Mayor Gardner administered oaths ofoffice for CitySecretary, Aleigha Galvan, and newly elected members of the Planning and Zoning Commission; Ron Laws, Delores McDaniels, and Thomas  Chando. PRESENTATIONS:  i. Garver Engineering gave a presentation on. funding alternatives for water and i. Tammy McDonald, Finance Director, presented the October, financial update to  wastewater needs.
