Mayor. Jim Gardner called the regular City Council meeting to order at 6:01PM.  CALL1 TOORDER  CERTIFICATION OF A QUORUM Mayor. Jim Gardner certifedag quorum was present. She thanked.Arnold. Ecle and Chief Bias fort their hard work but asked that more be done to address the Mike Dotson expressed his concerns over city business and asked for respect) for Councilmember Trainor, as well as himself He also commented. he was gladi to seet the City Manager wouldi not be receiving any more incentives. since she was looking for anotherj job and believeditwouldbe, paying Donnal Nyzios spoke about her concerns over her waterb bill beingi incorrect ande encouragedCoucil and the Public to check their bills. Nyzio said the utilities are. still not being billed properly andi it wasn't fair. She commented. that her bill for the laundromat she manages was way too low this Carissa Spradlin shared good news. from the Texas Misfits and Creatures Rescue, saying two animals were being transported to Canada, for adoption, and they receive 900lbs of dog, food. Spradlin also wanted to clear upa a misunderstanding regarding another individual with her same  the week, and Coffee with a Cop will be hostedat Mike' 's on Main. for an Elvis impersonator at the Palacios Pavilion. Mr. Dotson to be very disrespectful in his comments made at citizen' 'sj forum. She also addressed) Nyzio's comments, saying Council was elected to be the best stewards of the taxpayers. Councilmember Glenn addressed. Nyzio! 's comments saying he knew of other citizens who had issues with  Citizen's 's Forum.  their water bills, and they came to City. Hall and were worked out.  PRESENTATIONS  Grant Update Presented by Grant Manager, Tammy McDonald. McDonald, notifedCouncil and the public Code Compliance and Animal Care Services Update Presented by Arnold Ecle and Noah Hendrixson. Ecle showed a PowerPoint Presentation of cases he has made progress oni in the city, andi introduced new Minutes Discuss and approve the minutes of the Regular City Council Meeting of January 25, 2024. Presented by Mayor. Jim Gardner. Councilmember Schulman made a motion to approve the minutes ofthe regular council meeting of Jamuary 25, 2024. Councilmember Glem seconded the motion. Motion passed Bills Paid and Financials Discuss and approve bills paid for the months of December 2023, and January 2024. Presented by Finance Manager, Maria Ayala. Mayor Pro Tem Woolf made a motion to accept the general report as presented. Councilmember Schulman seconded the motion. Councilmember Glenn voted Matagorda Bay Mitigation Trust Grant Agreement Discuss and approve allowing Mayor Gardner tos sign contract to accept grant with Matagorda Bay Mitigation Trust. Presented by Grant Manager, Tammy McDonald. MeDonaldexplained: the agreement to Council and went over ideas on how the City plans toz use thej funds. Councilmember Schulman made a motion to approve the Matagorda Bay. Mitigation Trust Grant Ordinance No. 2024-0-01 Ordering the General Election Discuss and approve first and final reading of Ordinancel No. 2024-0-01 ordering the General Election forl May 04, 2024. Presentedby City Attorney, Anne Marie Odefey. Councilmember Glenn made a motion to approve First and Final reading of Ordinance. No. 2024-0-01 Ordering the 2024 General Election. Councilmember Wier seconded the motion. City Secretary polled the votes showing Councilmembers Glenn, Trainor, Woolf, Wier, Hink, Schulman, and Mayor Gardner voting, "Aye"; andr no Councilmembers voting "Nay". Motion! passed unanimously. First Reading Ordinance No. 2024-0-02 White Trash Services Franchise Discuss and approve first reading of Ordinance No. 2024-0-02 entering into a franchise agreement with White Trash Services and the City of Palacios. Presented by City Attorney, Anne Marie Odefey. Mayor Pro Tem Woolf made a motion to recess into executive session to discuss this item.
