Council Members Ammouncements- - none CITIZEN COMMUNICATION FORUM: Councilmember Larry Glenn spoke as an EDC Director expressing his disagreement over ane email Michael Dotson voiced concerns to Council including chemicals used by Public Works to clean up paint on Main Street, the City Manager's KPI's, an email from the City Secretary regarding new EDC appointments, and ac citizen who was contacted. by the Police Chief for cursing in the lobby ofCity Hall. Dotson also offered an apology to absent Councilmember Schulman for firing former Nora Aparicio thanked the City of Palacios for all the improvements and progress that has been made around town, including, news sidewalks, infrastructure improvements, new water meters, and D.C. Dunham: spoke on behalfofLymn Group and asked Council not to1 vote on the TIRZ Resolution Mayor Gardner sent to Council regarding the progress ofthe EDC. DISCUSSION ACTIONITEMS Minutes Discuss and approve the minutes of the public hearing and regular city council meeting of November 09, 2023. Mayor Gardner. Gardner brought corrections forward for the minutes of November 9. Mayor Pro Tem Woolf made a motion to approve the minutes with the corrections. 2. Appoint Palacios Economic Development Corporation (PEDC) Members Discuss and consider applications to appoint new members tot the board toi fill four vacancies with two-year terms ending inl December of 2025. Presented by City Manager, Cynthia Raleigh. This item was postponed to Financials and Bills Paid for November Discuss and approve Financials and Bills Paid for the month ofl November.. Presented by. Finance Manager, MariaA Ayala. Mayor Pro Tem made a motion to approve the Financials and Bills paid for the month of November. Councilmember Wier First Reading Ordinance No. 2023-0-24 "Adoption" Discuss and approve first reading of Ordinance No. 2023-0-24; an ordinance of the City of Palacios, Texas, amending the code of ordinances by amending Section 1.01.001 "Adoption"; repealing any conflicting ordinances; and providing an effective date.. Presented. by City Attorney, Anne. Marie Odefey. Councilmember Wier made a motion to approve the first reading of Ordinance No. 2023-0-24. Councilmember Trainor secondedi the motion. The City Secretary polledthe votes showing Councilmembers Glenn, Trainor, Woolf Wier, Hink, and Mayor Gardner voting, "Yea"; no Councilmember voting, "Nay"; and Ratify PMI Bid Ratify emergency purchase order for permanent water line protection at wells and plants from freezing weather. Approve the purchase order for sewer line protection at lift stations and sewer plant from the utility fund. Presented by City Manager, Cynthia Raleigh. Raleigh explained the need tor ratify the purchase, and that it would be paid out of capital projects and not out of professional services. Council expressed concerns about the company being paid even if there was a delay or work stoppage. Raleigh said she would investigate the agreement and get clarification. Councilmember Glenn made a motion to accept the PMI bidj for emergency, purchase and sewer line protection. Mayor Pro Tem Woolf seconded the motion. Motion passed unanimously. Councilmember Glenn thanked Raleigh for getting this done qfier being long Resolution No. 2023-R-35 Resolution regarding the TIRZ from chip and mayor. Presented by Mayor Garder and.
