The Act requires the PEDC to take actions primarily through adopted "projects." These Section 505.158 authorizes a corporation authorized by amunicipality with a population of 20,000 or less to adopt a project for expenditures found by the corporation's board of directors to promote new or The Board of Directors of the PEDC has adopted the "Bert West Small Business Development Grant Project" (the "Project") for the Corporation to provide grants to small businesses within the City of Palacios. Each grant is expected to be no more than $10,000.00, and the entire project has a budget of Section S 501.073 of the Act requires the PEDC's authorizing unit to approve all programs and expenditures of the Corporation. There are: more than 180 TIRZS throughout Texas. TIRZs aréused as forms oft tax increment financing which isane economic development tool toi incentivize both development and redevelopment. A TIRZ is not'an additional tax. Insteàd, it establishes a "base tax value" fora designated geographic area when the Tax Increment Reinvestment Zone is created. Once that base tax value is established, a TIRZ: reallocates some or all of the additional ad valorem TIRZ property taxes can only be used within the TIRZ and can be used fori infrastructure, façade programs, landscaping, streetscaping, or practically any type of public enhancements to the zone. A TIRZ is used to expedite development in an area oft the city that may not otherwise develop in property taxes in the: zone.
