Mayor Gonzales then conducts the swearing in of Councilmembers George Dziuk and Linda Pena Ortiz. III. Mayor and City Council Comments Councilmember Hicks Councilmember Hicks announces his resignation from the City Council as he has decided to accept aj position offered by Bexar County Commissioner Tommy Calvert, Precinct 4 and has been approved by the Bexar County Commissioners Court to serve as a member oft the Board of Directors, Emergency Service District 10. Councilmember Hicks states itl has been aj privilege and anl honor toh have served as Councilman, Mayor, and other various positions over the last twenty years. The following accomplishments during his tenure: creating al balance budget from al large deficit to a self- Page 1of7 June: 20, 2024 sustaining city budget, increasing the value and facilities for the city with an effective and respected city manager, larger city staff, and police department; equipment and police vehicles and animal control facility; providing training and improving pay scale in-line with cities of equal size, re-establish the Elmendorf Water System by building our own tower, opening three new water wells, water storage and treatment facility from San Antonio River Authority, and the SCADA system, including the radio read system, hiring and training certified employees, worked with Halliburton and the railroad to establish Alamo Junction Rail Park which created businesses and new tax revenue, brought growth and revenue with TexBest, two home subdivisions (Homewood Place and Hickory Ridge) and collaborating with ECISD on a new elementary school, resurfaced streets throughout the city with its final project to be completed in 2024, purchased the land from ECISD to create the Felix B. Guerra City Park with improved lighting, walking path, pavilion, restrooms and children's playgroundbasketball court, established National Night Out and the ever growing Elmendorf Christmas Parade, designated the Elmendorf City Cemetery with new fencing, assisted in establishing the Elmendorf Community Library and ElmendorfHeritage Railroad Museum. Councilmember Hicks is committed to ensuring a smooth transition and will work closely with colleagues to transfer his responsibilities and knowledge. Further states he looks forward to staying connected and potentially collaborating with the City in his future role as a public servant. The legal description is: Planning and Zoning Commissioner Laura Wright-Wallace advises City Council that the Commission recommends approval of the conditional use. City Attorney Mike Guevara points out that one oft the requirements of the conditional use process was that the property must have been continuously owned since December 12, 2013. This particular property just recently purchased by Mr. and Mrs. Garcia. Discuss and possible action regarding entering into an Interlocal Agreement between the City of Elmendorf: and East Central Independent School District regarding the permitting review process during the construction oft the elementary school within the Hickory Ridge subdivision including allowing the use oft the 2018 International Series of Codes and the 2020 edition of the National Electric Code. The construction project manager oft the school is present for this item. He explains that the design of the building was before the referenced codes were adopted into the International Code Council. The changes included in the 2021/2020 versions are mostly electrical and energy saving modifications that would run half ai million dollars beyond the district's budget. The project will begin in the year 2026. Discuss and possible action regarding entering into an Interlocal Agreement between the City of Elmendorf: and The Texas Municipal League Intergovernmental Risk Pool for continued Cyber Liability City Administrator Cody Dailey explains that the City has had Cyber Crime Insurance through TML Intergovemmental Risk Pool for a number of years. Over the course oft the last year, TML has restructured how it will pay for these types of claims by creating its own separate fund for this type of coverage. In order to continue receiving this coverage, TML requires the City to approve and sign an inter-local agreement. Discuss and possible action regarding increased water meter costs and credit card fees to the City of City Administrator Cody Dailey states this item is to bring some issues to the City Council attention in regards tot the increased costs of operation in the water utility. The cost of meter installation has been the same for over seventeen years. Mr. Dailey would recommend updating this charge due to the equipment and labor significantly increasing over the years. Also, there has been a significant increase in the use of credit cards toj pay water bills. In years past, credit card usage made up less than 10% oft the total payments received each month but it is now over 51%. This is mainly due to the convenience we have provided by accepting payments online and by phone. In 2015, the total annual credit card fees that the city paid was $6,208.00. This past fiscal year was $25,108.40. The city can expect to see that number to increase every: year. The cost is not easily absorbed any longer sO the Council should consider passing a five (5) councilmembers in favor. Elmendorf. credit card fee to the customer. No action taken. Adjournment VI.
