INVOCATION AND PLEDGE OF ALLEGIANCE  CITIZEN'S INPUT  Except for Public Hearing items, anyone wishing to speak on an agenda item will be afforded the opportunity to do so at this time. You must fill out a Speaker Card, located at the entrance to the Council Chambers, and tur it in to the City Secretary prior to the meeting. All comments are to be presented from the podium to the Council. The Mayor will recognize speakers and may impose a 3-  minute time limit. CONSENT AGENDA  All consent agenda items are considered to be routine by the City Council and will be enacted by one motion. There will be no separate discussion of these items unless a Councimember so requests, in which event the item will be removed from the Consent Agenda and voted on separately. A. Consider approval of the August 6, 2012 City Council Minutes. Department of Public Safety for the Failure to Appear Program.  B. Consider approval of an Interlocal Cooperation Contract between the Texas    INDIVIDUAL CONSIDERATION  1. Consider and act upon Resolution No. 24-R-12 authorizing Dallas County to resell tax foreclosed property by public or private sale to the highest qualified purchaser. 2. Consider and make appointments to vacancies on the Parks and Recreation Anyone wishing to speak before the Council during a Public Hearing will be required to fill out a Speaker Card and turn it in to the City Secretary prior to the Public Hearing. All comments and testimony are to be presented from the podium to the City Council. 3. Conduct a public hearing on Zoning Request #Z2012-03 to establish a Specific Use Permit (SUP) for an extension of church services on the subject property located at 618 Netherland Drive and if granted, authorize the Mayor to execute an Ordinance 4. Conduct a public hearing on Zoning Request #Z2012-04 to rezone Lot 2, Block A of the Ott Addition from its current Light Manufacturing (LM) zoning to Heavy Manufacturing (HM) zoning and amend the Comprehensive Land Use Plan.  Commission.  Comments may be limited to 3 minutes for time management, purposes.  with any special conditions set forth by the City Council.  CITIZEN COMMENTS  At this time, citizens may speak 3 minutes each on any matter, other than personnel matters, or matters under litigation, on a "first come, first served" basis. All comments are to be presentedi from the podium to the Council. No Council action or discussion is to be taken until such matter is placed  on the agenda and posted in accordance with the Texas Open Meetings Act.
