CALLTOORDER Mayor. Jim Gardner called the regular City Council meeting to order at 6:00PM. CERTIFICATION OF AQUORUM Mayor. Jim Gardner certified a quorum was present. Manager Manuel Guevara, Public Works Superintendent PUBLICHEARING The public is invited to speak for or against the creation of Tax Increment Reinvestment Zone (TIRZ) Number One, City of Palacios, Texas, the proposed boundaries, or the concept of tax increment financing. Public hearing opened by Mayor Gardner. Leslie Clopper spoke via ZOOM. She thanked the City Manager for holding another public hearing to allow her to speak. Clopper spoke about her concerns against the TRIZ agreement and questioned Council and City Attorney. Public hearing was closed by Mayor Gardner at 6:28pm. ANNOUNCEMENTS: Mayor's Announcements - Mayor notified Council and the public that there would only be one Council. meeting, for the month, and the next meeting will take place on December 151. Council Members Ammouncements - none CITIZEN COMMUNICATION FORUM: - None PRESENTATION CITY OF PALACIOS PUBLIC HEARING AND REGULAR CITY COUNCIL MEETING MINUTES- NOVEMBER 09, 2023 Alternative to Golf Course Financing, Presented by Mayor Pro-Tem Chip Woolf Woolf gave a presentation, for an alternative to the TIRZ Ordinance. He stated he was speaking on his own and Sewer Averaging - can we do this? Presented by Palacios Police Chief, Tobie Bias. Bias presented an idea for sewer billing averaging to Council. The idea would be to take the winter months ofsewer usage) for citizens and businesses in Palacios and average them out to pay onej fee for the year for sewage. Coumcilmember Glenn stated he was not inj favor of averaging. his opinion did not reflect that ofthe City Council. DISCUSSION ACTION ITEMS Minutes Discuss and approve the minutes of the public hearing and regular city council meeting of October 26, 2023. Mayor Gardner. Councilmember Glenn made a motion to approve the City Council minutes as presented for October 26, 2023. Councilmember Wier seconded the motion. 2. Second and Final Reading Ordinance No. 2023-0-23 TIRZI Discuss and approve an Ordinance ofthe City Council oft the City of Palacios, Texas, designating ac contiguous geographic area within the city as a reinvestment zone pursuant to chapter 311 of the Texas Tax Code; to be known as Reinvestment Zone Number One, City of Palacios; describing the boundaries oft the zone; creating aboard of directors for the zone establishing a tax increment fund for the: zone; containing finding related to the creation oft the zone; providing a date for the termination of the zone; providing that the zone take effect immediately upon passage of the ordinance; providing a severability clause; and providing an effective date. City Attorney, Anne Marie Odefey. Mayor Gardner explained to Council that ifthey voted on the TIRZI they could not vote on item number 3. City Attorney Odefey explained to Council where changes had been made according to what was voted on at the first reading of the ordinance. Councilmember Schulman reminded Council that they would not be voting on any specific project at this time, only toapprove the details they discussed at last meeting. Odefey remindedCouncil. they would be in control ofwhat will) happen in the TIRZ. D.C. Dunham, with Lym Development, presented a slideshow for Council to show projections of future costs. Mayor Pro Tem Woolfwent over his analysis on TIRZ feasibility. Coumcilmember Schulman made a motion to approve Ordinance. No. 2023-0-23 as presented. Councilmember Glenn seconded the motion. The City Secretary polled the votes showing Mayor Gardner, Councilmembers Glenn, Wier, Hink, and. Schulman voting, "Aye", " and Councilmembers Trainor and Woolfvoting, "Nay". 3. Golf Course Financing Discuss and approve a TIRZ alternative for golf course financing as presented at the beginning of the meeting. Presented by Mayor Pro Tem Woolf Council took no Resolution No. 2023-R-33 H-GAC Representation Discuss and approve a resolution of the City ofPalacios designatingar representative and alternate to represent the City ofPalacios att the General Assembly of the Houston-Galveston Area Council for the year 2024. Grant Manager, Tammy McDonald. Councilmember Schulman made a motion to designate Mayor Gardner as representative, and. Mayor Pro Tem Woolfas alternate representative, for the City of Palacios for 5. Garbage and Recycling Provider Bid Acceptance Discuss and approve bids turned in for collection and disposal ofresidential and commercial solid waste, recyclables, and green waste and authorize City Manager tor negotiate a contract with the apparent successful bidder. Presented by Police Chief, Tobie Bias. Bias notified Council of the lwo bids the City received for garbage service; White Trash Services (WTS), and Green for Life (GFL), with a recommendation, from the City Manager of GFL. Coumcilmember Trainor questioned the recommendation. Bias notified Council he was informed that White Trash Services was not equipped to. service the City. since they did not use trash trucks and only used trailers. Coumcilmember Wier explained. she had used them in the past and highly recommended them. Scott Nelson with WTS asked to speak and notified Council that his company had many trucks that they use. Council all agreed they liked the bid for White Trash Services the best. Representatives from both companies were present to answer questions. from Council. Councilmember Trainor made a motion to approve the bid for Garbage services from White Trash Services. Councilmember Wier seconded the motion. Motion passed Motion passed unanimous/y.
