STATE OF TEXAS *** COUNTY OF HENDERSON *** CITY OF BROWNSBORO *** The City Council met in the City Hall of the City of Brownsboro, Texas on December 19,2022 at 5:00 P.M. for a regular meeting. I. Call to order: Mayor Dusty Wise II. Invocation: Mayor Dusty Wise III. Those present included Council members Trayce West, Glen Vest and Jason Gardner Absent: Charles Cox and Doug Shaffer Staff Present: Ronnie Goodson, Maint. Supt. Chief Danny Ford and Jacob Ashton, Utility Supt. Absent: None Guest(s): See attached favor, motion carried. IV. Motion to approve previous minutes of November 28,2022 meeting made by Councilman Glen Vest, second by Councilman Trayce West, all were in V. Motion to approve expenditures made by Councilman Glen Vest, second by Councilman Jason Gardner, all were in favor, motion carried. Justin Redding, Fulgham Cr.,asked status of repairs to Fulgham Circle, there will be a special meeting to approve bids for repairs. He asked about school zone signs on Saylors, he is worried about danger of children walking to school. Jacob Ashton will ask Matt Mitchell re: Amber Cooper inquired about funding for repairs on Browning Street. She asked about Certificates of Occupancy for two houses that have been completed. She feels the city has an obligation to advise Neches The Coopers have received bids for repairs @ $65,000 @ this time, not VI. Presentation by Citizens: school zone speed limits need to be 15mph. Construction of the road problems. including the driveway. VII. New Business: 1. Councilman Jason Gardner signed his Oath of Office as new councilman. 2. Brian Reynolds stated he will be glad to help with Contract Agreements for purchasing new equipment for all city departments. 3. Councilman Glen Vest made motion to join the Henderson County Crimes against Children Task force. Motion was second by Councilman Jason Gardner, all were in favor, motion carried. Agreement was signed. 4. Councilman Glen Vest made motion to approve New Business Permit for CallieJunesBakery, motion was second by Councilman Jason Gardner, all 5. Action regarding new city inspector tabled at this time. 6. Mr. Goodson presented bids for correction/repairs to intersection of Gracie Lane and Castleberry Street. Councilman Glen Vest made motion to approve bid of Pate Concrete, motion was second by Councilman Jason 7. RE: Mountain View Rd - Jacob has spoken with property owner Leah Childress regarding possibility of closing Mountain View Rd. and creating a new driveway to her residence, there will be a special meeting to discuss this with Ms. Childress, Mayor Dusty Wise and Mr. were in favor, motion carried. Gardner, all were in favor, motion carried. Goodson. VIII. Old Business 1. KBB - Mr Cox not at meeting. Council Executive Session began at 5:45, ended at 6:00. IX. Items of discussion by Council Members: Councilman Trayce West recommended Mr. Goodson be given title of Special Projects Mgr. to build the position. Special projects including cleaning ditches, taking down the fence at the second baseball field, and abandoned buildings. Councilman Glen Vest is adverse to the position of Special Projects Mgr. Mayor Dusty Wise asked Brian Reynolds about the possibility of buying used equipment to clean the ditches. X. Staff Reports: Utility Dept.: Jacob Ashton advised the lift station on Saylors is down, the repairs to re-do the lift station are approximately $70,000. He advised one well has gone down, it's the oldest well. Police Dept.: Chief Ford gave statistics Maintenance: Mr. Goodson advised the dog pen is ready for use, just waiting on inspection and need for blankets to be met. XI.
