AMEND THE CITY CHARTER TO WHEREAS, Virginia Code $24.2-222.1(A) provides that a city may move: its council WHEREAS, moving council elections from May to November will reduce election costs WHEREAS, Virginia Code $24.2-222.1(C) provides that members of council who were elected at al May general election and whose terms aret to expire as of June: 30: shall continuei in office until their successors. have been elected at thel November general election and have been NOW THEREFORE BEI ITI HEREBY ORDAINED by the Council oft the City of Covington, Virginia, pursuant to Sections 24.2-222.1 oft the Code of Virginia, 1950, as amended, that municipal elections for city council be changed from thei first Tuesday in May to the Tuesday following the first Monday in November, that the election schedule for District31 be amended to coincide with the election schedule for Districts 4: and 5, and that the General Assembly be petitioned to amend the City Charter as follows to reflect such change. The mayor in office att the effective date oft this Charter is hereby continuedi in office for the term for which he was elected and until his successor. has been elected and qualified.. At the first meeting oft the council after the first day of July-of1974 Januaryof 2015, and at each succeeding first meeting immediately following the taking of office of councilmen after a general councilmanic election, the council shall choose by majority vote of all thet members thereof one oft their number to be mayor and one to be vice- mayor fort the ensuing term. The mayor shall preside over the meetings of the council and shall have the: same: right to vote and speak therein as other members. He shalll have no veto power. He shalll be recognized as the head oft the city government for all ceremonial purposes, thej purposes ofr military law, and thes service of civil process.
