MILLS MILIs A RIVLE 6 INEZ4.DAN TOWN OF MILLS RIVER LOCAL GOVERNMENT COMMITTEE FOR COOPERATIVE ACTION "LGCCA" Historic Courthouse I1 Historic Courthouse Square I Hendersonville, NC 28792 Tuesday, April 16, 2024-3:00 p.m. Town of Mills River Mayor, Shanon Gonce, called the Local Government Committee for Cooperative Action (LGCCA) meeting on Tuesday, April 16, 2024, at 3:00 p.m. in the Henderson County Commissioners' Meeting Room/Courtroom of the Historic Courthouse on Main Street, downtown Hendersonville. The following were represented: Edney, County Clerk Denisa Lauffer Henderson County: County Chairperson Rebecca McCall, County Vice Chair J. Michael Hendersonville: Mayor Barbara Volk (Council member Debbie Roundtree was absent) Laurel Park: Mayor Carey O'Cain, Town Clerk Tamara Amin Flat Rock: Mayor Nick Weedman, Vice Mayor Anne Coletta Fletcher: Mayor Preston Blakely, Council Member Keith Reed Shannon Baldwin, and Deputy Town Clerk Patty Brown Mills River: Mayor Shanon Gonce, Council Member Sandra Goode, Interim Town Manager Mayor Gonce opened the Regular Meeting and led the Pledge of Allegiance. PUBLIC COMMENT Mayor Gonce asked if there was any public comment. There was none. 1/Page APPROVAL OF THE AGENDA Hendersonville's Mayor Volk moved to approve the agenda. The motion to second was made by Vice Mayor Colletta. There was no discussion. The vote was unanimous in favor of the motion. APPROVAL OF THE MINUTES Henderson County Commissioner Chair McCall moved to approve the Minutes of January 16, 2024. Fletcher Councilman Reed second the motion. No discussion was needed. The vote was unanimous in favor of the motion. OLD BUSINESS Henderson County Pathfinders program update- Henderson County Chair Rebecca McCall Chairperson Rebecca McCall gave an update on the Henderson County Pathfinders Program. Currently there are 30 vetted mentors and the program will be held at Flat Rock Middle School and East High School beginning August 2024. It will move to other schools as funds become available. Board members were encouraged to sign up to be mentors, get information out about the program to their municipalities, and donate, if possible. NEW BUSINESS CHILD CARE TASK FORCE update- Jamie Weiner and team from Henderson County's Children Ms. Weiner and her team did a presentation noting the challenges and goals of childcare in Henderson County. Local leaders were encouraged to offer support through legislation opportunities, use their influence as elected leaders, and financial investments from their perspective municipalities and county. Henderson County School superntendent Mark Garrett also spoke of needs in the county for children. Discussion followed. No action was and Family Resource Center taken. UPDATES CITY OF HENDERSONVILLE Mayor Volk said the city hopes to have 7th Avenue back open in May. Hendo Earth Fest is Saturday, April 20. On April 20, there will be a Stream Clean Up on Wash Creek. On Saturday, April 27, the Oklawaha Green Birding Trail is set to open. The City is continuing to give away mulch. There are several surveys the City is asking citizens to complete. Those can be found on the City's website at nendersonvilenc.gov. VILLAGE OF FLAT ROCK Mayor Weedman said the Village of Flat Rock is working on a stream that goes through a park called Dire Creek, to restore it to one of meandering flow. The Village also has been working with Land of Sky to update their Land Development Ordinance. Shred Day is May 4. The Ice Cream Social is June 1. The property tax collection is at 99.81% for the Village, with just 6 delinquent taxpayers. 2Page TOWN OF FLETCHER Mayor Blakely said Fletcher is working on their Pay Classification update. On May 9, there will be a budget workshop. There will be a Pill Take Back/Shred Day on April 20. The Auction House food house is set to open soon with three newrestaurants and a wine and bourbon bar. HENDERSON COUNTY County Chair McCall said the County is working to implement the 2045 Comprehensive Plan. A Farmland Task Force has been formed. Work on the budget has begun. Ms. McCall said recreation continues to boom in Henderson County with disc golf and new walking paths. The NCDOT Litter Sweep is going on at this time. The VFW is set to complete in July and have aribbon cutting ceremony. Commissioner Edney noted Pardee Hospital looks to build four new medical office buildings one in Mills River, one in Brevard, and two in Henderson County. Mayor Gonce said the Town of Mills River lost their town manager Daniel Cobb in late March. The search has begun for his replacement. Also, Councilman Randy Austin resigned February 29, due to a move. Former Mayor Chae Davis was appointed to replace Mr. Austin int the At-large seat, until the election in November. The Town is preparing to submit a PARTF grant for land acquisition reimbursement for property purchased next to Town Hall. Plans to expand the park are in the future. Please complete the NCDOT surveys for Transylvania, Council Member Goode said the Mills River Farm Market is set to open on May 4 at Mills River Elementary, which is the same day as Mills River Day, held at North River Farms. Fishing Day this past Saturday was a success. The Town is getting ready to start their fishing program. Fishing poles and tackle boxes can be checked out. Refit classes are Tuesdays and Thursdays. Shade sails over the playground are set to be reinstalled. The Mills River Fire Department is having their annual plant sale on May 11. TOWN OF LAUREL PARK Mayor O'Cain said the Town is working with the City of Hendersonvile to merge their ABC There has been a lot of tree removal on Hwy. 64.
