The meeting oft the South Lebanon Township Board of Supervisors was called to order at 7:00 p.m. by Chairman Stephen Krause, with Vice Chairman. Jonathan Beers, Supervisor. Jeffrey Chernich, Township Manager. Jamie Yiengst, Assistant Township Manager Reba Donley, Solicitor Keith Kilgore, four (4) visitors and one (1) news reporter present. 2. Chairman Krause led the group in saluting the flag. 3. VISITORS: A. Gary Verna. Jr., Deputy Director of Lebanon County Department of Emergency! Services, and Brianna Laliberte, Emergency Management Coordinator, were present to give an update of recent activities and B. Steve Lebo, 1439 Esther Drive, was present to observe action under Communications, Item H. incidents within South Lebanon Township. C. Jim Sak, 16 Edward. Avenue, was present to observe the meeting. 4. MINUTES: A. The Minutes oft the meeting held on. January 3, 2023 were read and approved on motion by Chernich, seconded Beers. Motion passed unanimously. B. The Board read the Minutes of the Authority meeting held on. January 8, 2023. 5. REPORTS: A. The Property Maintenance Code Report for the month of December and the 2022 Annual Report were read and accepted on motion by Chernich, seconded by Beers. Motion passed unanimously. B. The Public Works Report for the month of December was read and accepted on motion by Chernich, C. The Board was given copies oft the General Fund Income Statements ending December 31, 2022. D. The District. Justice Report fort the month of December, indicating traffic fines of $4,758.71 and non- traffic fines of $83.84, for a total of $4,842.55 collected was accepted on motion by Chernich, seconded by Beers. The Board read al letter from the Pennsylvania Department of Conservation and Natural Resources informing them that the grant application to refurbish the tennis courts at South Hills Park was denied. B. The Board read al letter from the Commonwealth of PA Auditor General stating there were no findings inal Liquid Fuels Tax Fund Audit for the period. January 1, 2020 to December 31, 2021. The Board read a request from Cedar Crest Music Aides to hold al Food Truck Festival at South Hills Park on May 31, 2023. Permission was granted with the following stipulation, on motion by Chernich, D. The Board read a request from Merakey Foster Care for permission to host an Easter Egg Hunt at South Hills Park on March 25, 2023. Permission was granted on motion by Chernich, seconded by seconded by Beers. Motion passed unanimously. 1. Parking attendants must be provided. Beers. Motion passed unanimously. E. The Board read al letter from Keystone Christian Education Association requesting permission to host a Cross Country Event at South Hills Park on April 19, 2023. Permission was granted on motion by F. The Board read al letter from Calvary Chapel requesting permission to host their Annual Picnic at South Hills Park on September: 17, 2023. Permission was granted on motion by Chernich, seconded by Beers. G. The Board read a request from the Lebanon Valley Disc Golf Club to host at tournament at the South Hills Park Disc Golf course on nine (9) dates in 2023. Permission was granted, with the following stipulation, on motion by Chernich, seconded by Beers. Motion passed unanimously. H. The Board read al letter from Kenneth Spatz resigning from the South Lebanon Township Planning Commission effective January 23, 2023. The Board accepted his resignation and appointed Stephen Lebo to filll his unexpired term on motion by Chernich, seconded by Beers. Motion passed Chernich, seconded by Beers. Resolution #1441, appointing a voting delegate and an alternate voting delegate to the Tax Collection Committee of the Lebanon County Earned Income Tax Bureau, was adopted on motion by Chernich, B. The Board approved to partner with the other municipalities in the Cornwall Lebanon School District (CLSD) to hire Gannett Fleming to prepare a CLSD Regional Comprehensive Plan update and to pursue grant opportunities to reduce the cost, on motion by Chernich, seconded by Beers. Motion passed The Board approved Pro-Active Patrol Tactics training for Patrolman Sweigart on February 21, 2023 in Lititz, PA, on motion by Chernich, seconded by Beers. Motion passed unanimously. D. The Board approved al Medical Marijuana Workshop for Patrolman Sweigart on February 6, 2023 in Reading, PA, on motion by Chernich, seconded by Beers. Motion passed unanimously. 9. Bills amounting to $132,032.07 were individually examined and approved for payment on motion by seconded by Beers. Motion passed unanimously. unanimously. Chernich, seconded by Beers.
