City of Olney Special Meeting November 12, 2014 City Council and Parks and Recreation Board Call to Order: 6:31 p.m. The Olney City Council and Parks and Recreation Board Special Meeting was called to order at Roll Call: Parks and Recreation Board members present: Jason Doris, Barb Thomas, John McLaughlin, Morgan Henton, Drew Holdren, Angel Padilla, Brandy Shouse and Connie Buss. Olney City Council members present: Mayor Ray Vaughn, Councilman John McLaughlin, Councilwoman Barb Thomas and Councilman Brad Brown. Public CommentyPrsemations: A. Public Forum - ideas for Comprehensive Plan Guidelines for Presenting Ideas: 1. Why is thei idea important? 3. Cost of project. 2. Which park would your idea be best suited for? 4. Five (5) minutes allowed toj present idea with a one (1) minute warning given. First draft of Comprehensive Plan beginning 2015 then will be as second open forum meeting to follow ideas presented on November 12, 2014. 1. Karen Jameson a. Additional revenues would be available if city and county residents paid taxes. b. Triathlon participants would like an indoor swimming pool. Biking, motocross and cyclocross would like to see trails built for public use. There are trails at the dam. Also, there used to be money from a Grant called Rails to Trails. Olney'st trails could run from Camp Street to Shady Timbers. d. Open restroom facility at City Park and Musgrove Park - all year long. 2. Ann Garrett- - Pickleball- would like to see Tennis and Pickleball sharing the courts at the City Park. 3. Jim Pottoroff-1 Pickleball a. 30-40 per night during the summer. b. 37 active players during the winter. New courts would cost $6,000 each. d. Would like courts at City Park. Nineteen people were in attendance in favor of Pickleball. 4. Ray Vaughn a. Expressed appreciation to PRBC: members. b. Expressed that PRBC considers long term implications for all ideas presented. 5. Belinda Henton a. Dog Park - location - two acres south of Miller's Grove. 1. Fenced in area to allow dogs off leash. 2. Well behaved dogs with responsible owners. 3. 75% ofl homes in Richland County own dogs. 4. A great place for Richland County 4-H'rs to train dogs for shows. 5. Will allow socialization for dogs and their owners. 6. Place for fundraisers for Animal Shelter. 7. Cost would need to include: fencing, water, agility of equipment, facilities and benches. 6. Gwen Gassmann a. Dog Park 1. Could advertise to those who may travel with a dog. b. Rotary Park exercise equipment 1. Broken and unused. 2. Gwen questioned ife equipment could be moved to Musgrove Park - willl have to check with City ofOlney Rotary Club. 7. Musgrove Park lighting 1. Around walking areas for those who exercise at night - and baseball games are over. 2. Especially dark on the south side of] Park. 8. Otheri ideas given by survey forms a. Increase available parking at Musgrove Park. b. City Pool updates. Sun coverings at baseball parks. d. Indoor pool with concessions. Camping site - north side of Park.
