July, 2024, the Honorable Commissioners Court of! Montgomery County, Texas, was duly convened in a Special Session in the Commissioners Courtroom ofthe Alan B. Sadler Commissioners Court Building, 501 North Thompson, Conroe, Texas, with the following members of the Court present: County Judge Commissioner, Precinct 2 Commissioner, Precinct 3 Commissioner, Precinct 4 County Clerk Mark Keough Charlie Riley James Noack Matt Gray L. Brandon Steinmann ABSENT: Commissioner, Precinct 1 Robert Walker INVOCATION GIVEN BY JUDGE MARK KEOUGH THE PLEDGE OF ALLEGIANCE TO THE FLAG OF THE UNITED STATES OF AMERICA RECITED. THE PLEDGE OF ALLEGIANCE TO THE TEXAS STATE FLAG RECITED. CITIZENS - AGENDA ITEM 6 No citizens addressed the court. DISCUSSION - OEM BRIEF - COUNTY JUDGE Director of Homeland Security and Emergency Management, Jason Millsaps briefed the court with an update regarding the status oft the county after Hurricane Beryl and OEM operations. He gave a rundown on the current number of residents in each oft the four (4) open shelters throughout the county. OEM and the Red Cross were working together to get those residents into a more permanent placement before the shelters close. OEM was working with each oft the precincts to open disaster recovery centers, SO residents can file AMENDED AMOUNT AND ADDITIONAL FUNDING APPROVED - DEBRIS FEMA claims for disaster reimbursement from the storm. 1. FUNDING- COUNTY JUDGE Session of. July 16h,2024 Page2of3 Motion by Commissioner Noack, seconded by Commissioner Riley to approve additional required monies out of Fund Balance and place it under receivables for the estimated debris expenditure. The not-to-exceed amount of $3,000,00 from Fund Balance approved in previous Commissioners Court date 7/09/2024, is amended to not-to-exceed $14.6 million from Fund Balance with an additional $650,000 to the already approved $3,000,00 to meet the 25% match oft the estimated expenditure. Motion carried. Note: During discussion, it was noted that the contractor could not pick up debris inside gated communities. HOAS had to communicate with their precinct for debris pick-up placed outside of the gated community. Discussion can be heard on audio of court minutes on OEM REQUEST APPROVED - TRAILER FUNDS - COUNTY JUDGE Motion by Commissioner Riley, seconded by Judge Mark Keough to approve OEM's request for funding to purchase used dry and reefer trailers. The purpose oft the proposed purchase is to own and not have to rent future trailers. The amount is not to exceed $65,000 from Contingency, until otherwise approved to use ARPA funds. Motion carried. EXEMPTION APPROVED - OVERTIME PAY - COUNTY JUDGE Motion by Commissioner Riley, seconded by Commissioner Noack to approve an exemption to the eighty-hour rule for all employees in regards toj previously approved overtime, in response to Hurricane Beryl. Motion carried. 4. COURT ADJOURNS Motion by Commissioner Noack, seconded by Commissioner Riley, to adjourn this session of Court. Motion carried.
