Mr. Bunch stated he had to reapply for transportation services with rabbittransit even though he previously utilized Montour Transit because his records could not be found. #225 Mr. Stoudt reported the 6.2-mile North Branch Canal Trail is finished and has passed inspection by state and local agencies. However, due to issues resurfacing with an adjacent landowner, only the first 3.6-mile section will be opened to the public and barriers erected on the rest oft the trail until the issues are resolved. Meanwhile, the one- year anniversary ofl MARC operating Montour Preserve is approaching. Operations for the year will come in $20,000.00 under budget. Additionally, $403,000.00 has been raised through donations and state grants. Mr. Stoudt said the Degenstein Foundation has presented a challenge grant to. MARC. The Foundation will award MARC $25,000.00if MARC can bring in ai matching $25,000.00 in local donations by the end of December. Mr. Holdren thanked Mr. Stoudt and volunteers for the amazing, job ofi managing the preserve. He said it is vital to raise $1,000,000.00 tol build an endowment fund for the Ms. Shrawder reported the Borough approved a Visitors Bureau request to utilize drones Mr. Holdren noted correspondence from Ed Draugelis, seeking a correction to the minutes ofl March 16, 2016, in which Mr. Draugelis was identified as representing the Mahoning Township Authority. Mr. Draugelis' letter stated he attended the meeting as a former Authority board member, taxpayer and rate payer. Mr. Holdren said the entire Board ofCommissioners was in agreement that Mr. Draugelis presented himselfas attending at the request of the. Authority, sO the minutes would stand. As an update to the original runoffissue presented by Mr. Draugelis, Mr. Finn noted that the Conservation District has started a stream project that will reduce or eliminate flooding on Bloom Mr. Holdren referenced ai newspaper article concerning expenses incurred by the Housing Authority to send some ofi its board members to out-of-state conferences. The County appoints the Authority's board members but has no control over how it conducts business, he said. Commissioners, nonetheless, are stewards of all public dollars that come into the County and sO the Authority will be encouraged to devise a travel policy Under old business, Mr. Finn moved to accept the resignation of Conservation District Director. Jeff Smith, effective August 16. Mr. Hartman seconded. On called vote, all Mr. Holdren gave an update on the 911 merger, noting all municipalities in the county have signed off on the readdressing project. As Northumberland County Commissioners want Montour to continue providing 911 dispatch services to Riverside Borough and Rush Township, Mr. Holdren said Montour will seek readdressing permission from the future. to film the area for a video to be used on the bureau's s website. Mr. Holdren noted the County engages SEDA-COG to: make sure Montour is in compliance with the Federal Mr. Hartman moved to adopt a resolution authorizing the submission of an application to the Pennsylvania DCED for the 2016 Community Development Block Grant Program with a total allocation of $300,051.00. Mr. Finn seconded. Mr. Holdren said the County will utilize its 2016 allocation of $211,393.00 for the Prison annex removal of architectural barriers project at a cost of $173,393.00 and $38,000.00 for administration. Danville Borough will utilize is allocation of $88,658.00 for the Mahoning Creek concrete pedestrian bridge improvements at a cost of $72,750.00 and the remaining $15,908.00 for administration. Mr. Hartman moved to approve the Victim Services Grant application to the Pennsylvania Commission on Crime and Delinquency in the amount of $75,932.00 for the period ofJanuary 1, 2017, through December 31, 2018.
