TOWN OF PLYMOUTH MEETING MINUTES DECEMBER 12, 2022-VIA COUNCIL CHAMBERS AND ZOOM 7:00 p.m. I. CALL TO ORDER - Mayor Brian Roth The Mayor opened the meeting and welcomed all attendees. Councilman Wobbleton led with prayer and Mayor Roth led the Pledge of Allegiance. APPROVAL OF THE AGENDA Mayor Roth asked if there were any additions to the agenda. There being no changes a motion to approve the agenda was made by Councilwoman Byers with a second by Councilman Tharps. The motion passed unanimously. III. PUBLIC HEARING - None IV. PRESENTATIONS TO THE COUNCIL - Mr. Preston Moore, Town of Plymouth Planning Board Mr. Moore gave a short presentation about the Land Use Plan Surveys that are available on the Town's website as well as hard copies at the Town Hall. A great number of copies were printed and distributed. Mr. Moore also explained the purpose of the survey. PUBLIC COMMENT - None VI. DEPARTMENT REPORTS V. Interim Town Manager Styons asked that Public Works Director Wright address surplus property. Public Works Director Wright presented the Council with a list and pictures of surplus property that need to be disposed of. A motion to order Public Works Director Wright to dispose oft the property was made by Councilman Wobbleton with a second by Councilman Boston. During discussion, Public Works Director Wright was asked about the procedure for December. 12, 2022 Town of Plymouth Regular Town Meeting Minutes Pagei disposing the property. He reported that after he makes a list he advertises it in the newspaper, on the Town's website and on the GovDeals website. The motion passed unanimously. 1. Financial - For the period ending November 30, 2022 Interim Town Manager Styons gave an in-depth Financial Report and invited Councilmembers to either come by the office or call the Finance Officer andlor Manager if there are any questions once they receive the report. Interim Town Manager Styons introduced Budget Amendment 2022-11 which addressed incoming funds from an insurance claim on one of the Police Department's vehicles. A motion to approve Budget Amendment 2022-11 by Councilman Tharps with a second by Councilman Boston. The motion passed unanimously. All other department reports were contained in the agenda package. VII. INTERIM TOWN MANAGER'S REPORT Interim Town Manager Styons stated that his report will be given during closed session. VIII. TOWN ATTORNEY'S REPORT Attorney Issenberg updated the Council regarding the Washington County Regional Medical Center in that she sent the Center a proposed payment plan. She stated that she has not received a signed copy of the plan and will follow up with the appropriate party. Attorney Isenberg also shared a Memorandum of Understanding with the Plymouth Museum Council that documents and clarifies the Town's intention regarding the Armistead House. IX. ANNOUNCEMENTS FROM MAYOR AND COUNCIL The employee Christmas dinner will be held at the Maritime Museum on AI laser light show will take place at the Airport from December 16th December 15th at 6:00 p.m. through the 19th. Wreaths across America will take place on December 17th X. CLOSED SESSION Amotion was made to go into closed session under 143-318.11(a)3) to consult with an attorney in order to preserve the attorney-client privilege between the attorney and the public body and N.C.G.S. 143-318-11(a) (6) to consider the qualifications, competence, performance, character, fitness, conditions of appointment, or conditions of initial employment of an December. 12, 2022 Town of Plymouth Regular Town Meeting Minutes Page 2 individual public officer or employee or prospective public officer or employee by Councilman Boston with a second by Councilman Tharps. The motion passed unanimously. XI. OPEN SESSION Interim Town Manager Styons reported that some employees' salaries needed to be adjusted and listed the employees and the salaries, and why the salaries needed to be adjusted. A motion was made to approve the adjustments by Councilwoman Byers with a second by Councilman Boston. The motion passed unanimously. XII. ADJOURNMENT There being no further business, a motion was made by Councilman Wobbleton to adjourn the meeting with a second from Counciwoman Byers. The motion passed unanimously.
