Mr. Wagner, identifying himself as the longest- #182 working attorney with Montour County, spoke in support of the budgets established for County offices. Noting while serving as District Attorney, the County Detective assisted him in investigations and prison cases, and worked with federal marshals, the FBI, local police, and confidential informants. The County Detective investigated private criminal complaints and was able tol help resolve matters before costly trials. He said the Public Defender's Office has done an "excellent job, as it handles a tremendous number of cases, not all of which can go to trial. Part oft the PD's function is to work onj plea arrangements with the District Attorney, which saves the County money. Fori instance, he recalled one such case involved two 19-year-olds charged with felonies for stealing candy bar; that was settled with a plea agreement. Running a government costs money, and Montour does it well, said Mr. Wagner, adding the taxpayers are well- He also acknowledged work done by the Prothonotary's Office, which organized old files ati no extra cost to taxpayers. The Register & Recorder's Office has catalogued its files to better serve taxpayers, noting a member oft the public had a question recently on an estate from 1933, and it was answered instantly due to the cataloguing of documents. Mr. Gaffney told the Board that the Montour County Task Force meets the second Wednesday of the month at 8:30 a.m. at Service 1St Federal Credit Union on Bloom Mr. Bunch asked for an update on the Route 642 survey. Mr. Holdren said aj public Under old business, Mr. Hartman moved toj participate in the Black Fly Suppression Program with DEP at a cost of $2,500 in 2016 and $7,000 in 2017. Mr. Finn seconded. Mr. Holdren recessed the public meeting for a CDBG budget modification hearing, and recognized Ms. Shrawder who asked the Board to consider CDBG budget modifications as follow: rebudget $105,958.00 in FY 2014: funds from the Washingtonville Municipal Authority's tank #2 improvement project and utilize the funds for the Washingtonville Municipal Authority wet wall rehabilitation project; rebudget $2,211.00 of $38,111.00 earmarked from CDBG 2013 administration and move that amount to the ordinance update. Mr. Hartman approved the budget modifications as presented. Mr. Finn seconded. On called vote, all voted in favor.
