TOWN OF PLYMOUTH SPECIAL MEETING MINUTES AUGUST 18, 2022-VIA NEW CHAPEL BAPTIST CHURCH AND ZOOM 7:00 p.m. . CALL TO ORDER - Mayor Brian Roth The Mayor opened the meeting and welcomed all attendees. Councilman Boston led the citizens in prayer and Mayor Roth led the Pledge of Allegiance. PRESENT ABSENT COUNCILMEMBER X X X X X X Mayor Pro-Tempore Brooks Councilman Boston Councilwoman Byers Councilman Tharps Councilwoman Williams Councilman Wobbleton Mayor Roth X Mayor Roth gave Mayor Pro-Tempore Brooks the floor. Mayor Pro-Tempore Brooks welcomed the guests to the church and gave some logistical and housekeeping instructions, after which she led the opening prayer. Mayor Roth Mayor Roth introduced Allison Platt and gave her the floor. Ms. Platt talked about the plan and its components. After discussing the location and design of the project with citizens and the Council, including extensive discussion of the design of the pavers, Ms. Platt asked for the Council for guidance concerning applying for a North Carolina Department of Commerce RTGF Downtown Revitalization Program Grant. Ms. Platt told the Council that she would not charge to write the grant; however, there may be some administrative fees associated with it should the Town receive the grant. After further discussion, a motion was to made to move forward with the RTGF Downtown Revitalization Application by Councilman Boston with a second by Mayor Pro-Tempore Brooks. A roll call vote was taken. The motion passed 5-0. Mayor Roth walked around to show the design in the pavers, and after additional discussion, a motion was made by Councilwoman Byers to accept the top design of the pavers with a second by Councilman Wobbleton. A roll call vote was taken. The motion passed 4-1 with Councilwoman Williams dissenting. Councilwoman Byers made a motion that Mayor Roth apply for the grant. After discussion, the motion was withdrawn. Mayor Pro-Tempore Brooks made a motion that Town staff be directed to apply for the grant, with a second by Councilman Boston. Mayor Roth stated that he would be available to assist if needed. A roll call vote was taken. The motion led the Pledge of Allegiance. passed 4-1 with Counciwoman Byers dissenting.
