TOWN OF PLYMOUTH SPECIAL MEETING MINUTES AUGUST 31, 2023 -VIA COUNCIL CHAMBERS AND ZOOM 6:00 p.m. CALL TO ORDER - Mayor Brian Roth Mayor Roth called the meeting to order and welcomed all attendees. Mayor Roth then announced that Town Attorney Isenberg was not available; however, Attorney Julie Hooten will be joining the meeting via ZOOM. CONSIDERATION/DISCUSSION OF RESOLUTION 2023-14 SUPPORTING RELOCATING AND PROPERLY MARKING US 64 CONGRESSIONAL MEDAL OF HONOR RECIPIENT PRIVATE FIRST CLASS JACKLYN H. LUCAS Mayor Roth passed out a list of potential markers and addressed this issue by giving a synopsis on the history of Private First Class Jacklyn H. Lucas, the details of a naval ship that is to be commissioned and named after Private First Class Lucas, where a marker is placed and suggestions as to where it should be moved. A draft resolution, which was part of the agenda packet, was prepared for the Council's consideration. Mayor Roth stated that no action needs to be taken unless they deem it appropriate and that the purpose of the Resolution was to introduce discussions. Mayor Roth also discussed a marker in recognition of the Band of Angels and gave suggestions as to where it might be placed. Mayor Roth stated that it would be more appropriate for the County and the School Board to apply for the marker. Mayor Roth then explained the difference between a highway designation and a historic marker. Mayor Roth then asked Town Manager Floyd to explain the timelines for both highway designation and historic markers. Mayor Roth then gave a summary of Private First Class Lucas' historic Mayor Pro-Tempore asked who made the initial application and decision to place the marker sO that they can be contacted and discuss moving the marker before any decisions are made by the Council. Mayor Roth reported that he has contacted Commissioners Tracy Johnson and Ann Keyes and will ask the achievements. August 31, 2023 Town of Plymouth. Special Town Meeting Minutes Page 1 Washington County Commissioners to pass an identical resolution. Councilwoman Williams asked if there are associated costs. Mayor Roth stated that the cost would be $2,000.00 and then read the last paragraph of the resolution which speaks to the Department of Transportation hopefully bearing the cost of moving the erroneously placed marker. Mayor Roth asked for the Council's input as this application is on a rolling cycle and a decision does not have to be made immediately. III. CONSIDERATIONTION/DISCUSSION OF RESOLUTION 2023-15 IN SUPPORT OF AND REQUESTING THOROUGH APPLICATION REVIEW BY THE NORTH Mayor Roth reported that Mrs. Rosa Brown, Curator of the African American Museum in Roper, and Ms. Amy O'Neal, former Washington County Librarian had performed research as well as put together a submittal on the Plymouth Massacre. Mayor Roth continued to report that the ladies asked the Council for a resolution to support passing the submittal on to the State of North Carolina, as a highway marker. Town Manager Floyd again explained the associated timeline for submittal. After further discussion a motion was made to support Resolution 2023-15 (now 14) by Mayor Pro-Tempore Spencer. During discussion Mayor Pro-Tempore Spencer stated that heroic and dark history exists everywhere and all of it needs to be told. A second was made by Councilman Wobbleton. Counciwoman Williams stated that there are markers around the Town of Plymouth that need to be cleaned up as well. The motion passed unanimously. Mayor Roth mentioned another handout regarding Willie Drye of the Washington County Historical Society who worked to put an application together for an Mayor Pro-Tempore Spencer had a question for point of clarity that in the future, requests such as these should include back-up information including origination of the process as well as showing that the proper steps have been taken so that by the time the request approaches the Council, the Council will be fully informed. Mayor Roth explained that at the time it was presented to him it was thought that the time constraints were stringent. CLOSED SESSION UNDER N.C.G.S. 143-318.11 (a)(3) and N.C.G.S. 143-318- 11 (a)(6) A motion was made by Councilwoman Williams to go into closed session under N.C.G.S. 143-318.11 (a)(3) and N.C.G.S. 143-318-11 (a)(6) with a second by Mayor Pro-Tempore Spencer. ADJOURNMENT There being no further business, a motion was made by Counciwoman Williams to adjourn with a second by Counciwoman Byers. The motion passed unanimously.
