MONTGOMERY COUNTY BOARD OF EDUCATION MINUTES May 1,2023 The Montgomery County Board ofl Education convened in a regular monthly meeting on Monday, May 1,2023, at 6:30 pm in the Montgomery Central High School auditorium. Board members present were Steve W. DeBerry - Chair, Tommy Blake- Vice Chair, Angela Smith, Lynn Epps, Anne Evans, Bryan Dozier, and Cindy Taylor. Chairman Steve DeBerry called the meeting to order. Mr. DeBerry moved to adopt the agenda as submitted. Bryan Dozier made the motion with Tommy Blake seconding. The agenda was accepted with unanimous approval from the board. Chairman Steve DeBerry shared an opening with a reading from Matthew 7:14. "For the gate is small and the way is narrow that leads to life and few are those who find it." Mr. DeBerry spoke about the 1914 fire that destroyed Edison Industries. At age 671 Thomas Edison watched his life's work go up in flames. After the fire Mr. Edison stated that "there is a great value to disaster, all the mistakes are burned up, thank God we can start anew." Three weeks after the fire Edison Industries produced the first phonograph. In every setback work to find a seed for future success. An inconvenience is only an adventure wrongly considered. Chairman DeBerry led the Pledge of Allegiance to the Flag oft the United States of America. No one signed up to speak during the public comments section. Dr. Ellis then called upon Enoc Robledo for the Certified and Classified Employees of the Month for Candor Elementary School. Francisco Cortes, Head Custodian was the classified winner. Effie Arces, Third Grade Teacher was the certified winner. Dr. Ellis at this time recognized the winners oft the 2023 Math Olympics. First place winner Peyton Strider (WMS), second place winner Phinley Hursey (EMS), and third place winner Anthony Perez (WMS). Chairman DeBerry requested to approve the consent agenda as submitted. Bryan Dozier Chairman DeBerry called upon Enoc Robledo for the Candor Elementary presentation "After School STEM Team". Mr. Robledo then stated that three members of the after-school STEM team and their coaches were in attendance and would be presenting for Candor. At that time Mariyah Scott (5t), Maziyah McDonald (4+), and Aubrey Barnes (4th) introduced themselves to the board. They each took turns explaining what they do and learn in after school STEM. One oft the areas they spoke about was Cryptography which is the science ofenciphering and deciphering messages in secret code and the areas in real life where this is used. They also talked about and explained Bridge Building. In this activity they were challenged tol build a bridge using pasta noodles and glue guns. They explained how they first had to decide on a shape that they thought would best absorb the load and then design a blueprint on wax paper for the bridge. Once their bridge was completed, they got to test the strength oft their bridge. The made the motion with Cindy Taylor seconding. The board approved unanimously. presentation included video oft the students' placing books on top of each bridge to see how much weight their bridges would hold before breaking down. The students then explained Catapults and how they observed angles and concepts of motion. The challenge was to make a catapult from a variety ofr materials and then be able to catapult marshmallows with precision into the mouths of their partners. This completed their presentation. Mr. Robledo stated that this program has been used for the last two years and is for 4th and 5th graders. The board stated that the young ladies did an excellent job with their presentation. Chairman DeBerry called upon Dr. Dale Ellis for the Teacher Appreciation Proclamation. Dr. Ellis stated that the proclamation before the board stating that the week ofMay 1-5is National Teacher Appreciation Week, with May 2 being National Teacher Appreciation Day. There does appear to be some confusion with some organizations observing the week ofMay 1-5 and others May 8-12 but it was confirmed that National Teacher Day is May 2, 2023, therefore we will be honoring our teachers this week. Susanna and the Marketing staff got cookies and will be going out tomorrow on behalf oft the board to deliver them to our teachers at each of our schools. It would be my recommendation to approve the Teacher Appreciation Proclamation presented to you tonight. Bryan Dozier made motion to approve with Lynn Epps seconding. The proclamation was approved unanimously by the board. Chairman DeBerry called upon Dr. Dale Ellis for the MCHS new: field lay-out options. Dr. Ellis stated that he wanted to bring this item before the board again tonight as he felt that he did not do a good] job of explaining this item at last month's! board meeting. From the beginning itv was the job oft the board to approve designs and layouts. It was thej job oft the county to approve funding. We went through the design process and once we. had the design we wanted, we puti it out to bid. The numbers came back but bigger than what was budgeted for at the time and when that happens you go through what is called value engineering. An example of value engineering would be the air conditioning in this auditorium. Back eighteen months ago when it came on you could not hear yourself think because it was SO loud but that has since been fixed. Basically, everything that was on that value engineering list that had to be cut back for this school has been fixed. Items such as the field house that had to be pulled out oft the project at first but had to be added back. All ofthat was to make sure there was enough money in that budget when all was said and done. We now have money that was left over that the county needs to use or return. The only things left that were changed from that original design are the items we have brought forth on the baseball field. Everything at this point comes down to a safety issue with putting up the netting and moving the dugouts back. The coaches have also requested a separate smaller field house for that area and a storage shed. We went back with the architect and the engineers because the county had paid fora a survey to determine what the final design would look like to get the field to the level it needs tol be. That design is what you have before you tonight with a request to approve that we move forward and present this design to the county commissioners as the design that we would like to have. We are not specifically asking fora any money as ultimately it will be up to the county commissioners to approve the funding. The design was created in two phases. Phase one would be the most pressing as it includes the addition ofthe netting and the moving oft the dugouts due to safety. Phase two would be the small field house and storage shed. Due to the unique nature ofh how this project was funded, it will be the call of the county whether to fund all, part, or none ofthis project. At the request of the board, $200,000.000 was set aside from the capitol fund balance sO therefore at the very least, ifthe county says no funding, we willl have the money to spend for the addition oft the netting which is an necessity due to safety. I request that you send this forward to the county as an approved design. Bryan Dozier: made a motion to approve the submission oft the design with Tommy Blake seconding. The submission oft the design was approved unanimously by the board. Chairman DeBerry then called upon Dr. Dale Ellis for the Superintendent's' Comments. It is that sometimes fun time, sometimes crazy time oft the year as we are gearing up for the testing session and graduations. Some of us have very close family members getting ready to go through that "senioritis" and wanting to get to through that graduation part. Just an exciting time ofthe year. Ijust want to commend our staff on the great job they have done, and I also want to commend our students. I saw the young people tonight getting excited about STEM and saw other students excited about Math Olympics. Wej just have great kids in Montgomery County. I just want to thank the staff members that work with them. Our staff and board do such a great job encouraging everyone to work hard to get through that testing season. Just know that when you work hard it is going to take care ofi itselfa and no matter what the results are we will work on it. We look back and know that the kids have grown, and we know that they will grow even more this year. Icould not be more excited about the end oft the year, and Iknow you are as well.I appreciate the board's support and I know the staff do as well. Wet talked in our budget period about staffbonuses that will be going out in May and from my discussions with the certified staff advisory, they wanted you to know that they appreciate your efforts as well.
