TOWN OF PLYMOUTH SPECIAL MEETING MINUTES MAY 1, 2024 -VIA COUNCIL CHAMBERS ANDZOOM 7:00 p.m. CALL TO ORDER - Mayor Brian Roth Mayor Roth called the meeting to order and welcomed all attendees. PRESENT ABSENT COUNCILMEMBER X X X X X X X Mayor Roth Mayor Pro-Tempore Tharps Councilwoman Byers Councilwoman Davis Councilwoman Nixon Councilwoman Teel Councilman Wobbleton II. DOG PARK Mayor Roth stated that the Dog Park had been tabled to allow the staff to go back and look at the sequencing of getting contracts signed and to have Attorney Isenberg look it over. Mayor Roth then asked Town Manager Floyd to give an update. After the update, extensive discussion took place including fencing, maintenance, and the role that the Town would play, including expenses. Attorney Isenberg specified that the document is a Memorandum of Understanding. Mayor Roth asked that Staff invite a representative from DDA to brief the Council and bring everyone up to date. Councilwoman Nixon stated that the Council needs to be brought up to date on things that are going on in the Town. Councilman Wobbleton stated that the project needs to be taken care of instead of putting it aside. III. CLOSED SESSION A motion to go into Closed Session under $143-318.11(a)3) to consult with an attorney employed or retained by the public body in order to preserve the attorney-client privilege between the attorney and the public body, which privilege is hereby acknowledged and $143-318.11(a)6) to consider the qualifications, competence, performance, character, fitness, conditions of appointment, or conditions of initial employment of an individual public officer or employee or prospective public officer or employee; or to hear or investigate a complaint, charge, or grievance by or against an individual public officer or employee. General personnel policy issues may not be considered in a closed session by May 1, 2024 Town of Plymouth. Special Town Meeting Minutes Page1 Counciwoman Nixon with a second by Counciwoman Teel. The motion passed unanimously. IV. ADOURNMENT There being no further business, a motion to adjourn the meeting was made by Counciwoman Teel with a second by Councilman Tharps.
