TOWN OF PLYMOUTH RECESSED MEETING MINUTES OCTOBER 10, 2023 - VIA COUNCIL CHAMBERS AND ZOOM 7:00 p.m. CALL TO ORDER - Mayor Brian Roth Mayor Roth reconvened the recessed meeting welcomed all attendees. CPNI REPORT Mayor Roth turned the floor over to Jeanine Bechtel, the Chair of the Committee for the Plymouth Workshop. Doug Burns, also on the Committee introduced himself. They reviewed the report, their recommendations. They particularly addressed safety issues with three buildings downtown, the waterfront, and asked questions about the Town's progress. Ms. Bechtel stated that they look forward to staying in touch and wished the Town well with their efforts. II. CAMA LAND USE PLAN UPDATE Jamie Heath of the Mid-East Commission presented a draft of the updated CAMA Land Use Plan, explained the steps that will be required for changes in zoning, answered questions from the Council and suggested next steps. Councilwoman Byers asked Ms. Heath what else does she think the Town needs that this plan doesn't cover. Ms. Heath spoke of a resilience strategy that will deals with stormwater flooding issues in Town. Another plan that seems to be desired by the public is a bicycle and pedestrian plan. She recognized that because the Town is working with CPNI there should be a specific economic development plan. Ms. Health also suggested a comprehensive recreational plan, as well as a stand alone housing plan. Mayor Pro-Tempore Spencer interjected about the Town having a 20 year strategic plan that would include economic development, neighbornood revitalization, public safety, healthcare, parks, and recreation. She stated that she could see the CAMA Land Use Plan as a part of accomplishing those goals as part of a strategic plan. Ms. Heath agreed that a strategic plan can be built from the Land Use Plan, but a strategic October. 10, 2023 Town of Plymouth Recessed Town Meeting Minutes Page 1 plan will go into a more detailed approach. Mayor Pro-Tempore Spencer used an example of a vocational training center. Mayor Roth used an example of broadband. Mayor Pro-Tempore Spencer stated that broadband would be a part of the strategic plan for infrastructure, just as water and sewer would be. Counciwoman Williams asked how the survey that was used was conducted and in what areas. After answering questions from the Council, which included customization of plans for the Town, Mayor Roth thanked Ms. Heath and the Planning Board for the service. Ms. Heath again suggested a timeline for the next steps. IV. ADJOURNMENT There being no further business a motion was made by Counciwoman Williams to adjourn with a second by Councilwoman Byers.
