August 20, 2024 Dear Holden Beach Commissioners, Ihope this letter finds you well. Ia am writing to express my strong support for the storm water proposal outlined in Resolution 24-07. Ihave been ai resident oft this town for just over 3 years, residing at 259 OBE, and in this short time, Ihave witnessed firsthand the worsening of storm water issues as development in the "East End"ofH Holden Beach has increased. Iam appreciative of the towns effort to improve our beach strand and dune struçtures and recognize they have mitigated the risk ofs salt water overwash from hurricanes and king tides, however, the problem of prolonged rainwater standing remains a significant concern. Recent experiences have highlighted the urgency of this issue. Last week, whileIwas fortunate enough to avoid rental cancellations at my home,Iam: aware that multiple properties in our neighborhood faced disruptions due to standing water. Next door to my home, at 261 OBE, there isc currently a full pool of standing water where the land was recently cleared and graded. Ihave seen excess water on the street in front of my home in the past, but it has never been this bad. Since federal protection for wetlands have been eroded, as a beach community, we have a responsibility to establish a storm water plan that will protect our homes, beaches and wildlife. Moreover, there are pressing safety concerns associated with these storm water issues. Renters, tourists, and even locals may face uncertain and hazardous conditions when navigating these areas. Ensuring that our storm water management is effective will help mitigate these risks and Additionally, the standing water fosters mosquito breeding, posing a growing public health issue. As the mosquito season progresses, the excessive standing water on the East End will likely Ins summary, the storm water problems we face are overdue for resolution. Over the past 20+ years my wife and I have owned now three different homes including our current and only one at 289 OBE. As the "East End" has been discovered and more homes are being built here the drainage and standing Due to a good beach strand and improvements of our dune structures along "Isolated OBE" from 253 to 293 OBE we rarely have salt water overwash from hurricanes or king tides. We do however have frequent events with rainwater standing for extended periods of time. I'm fortunate that I didn't have cancellations of rentals at my home last week but am aware of multiple homes in this neighborhood rendered unrentable due to standing water. This is not only and inconvenient nuisance, but very costly to homeowners and the lost tax water problems have only gotten worse. collections for Occupancy and Sales Taxes. Regarding public safety. The phrase "turn around, don't drown" is drilled into us by public safety officials. When renters or tourists (or locals) encounter large expanses of standing water, what should they do? Many locals may decide they know that the underlying road is firm and proceed. Maybe that's safe. But should a stranger do the same? We had less than 1i inch of rain last night according to my rain gauge and al large portion flooded again. Whati is int the pictures attached was dryt for hours yesterday afternoon. Less than 1"ofrain resulted in a rise of5 5" on the cesspool. Ifv we get any! kind of significant rain before the cesspool is drained we will become ani island once again whichi is clearly unacceptable. The water extends from 269 OBE to west of 259 OBE and from the road at OBE through the vegetation up to McCray. This is Day 11 and nothing has been done to remedy the situation.
