John Wood, Whiteville resident, spoke to Council about his concerns regarding a lack of community participation at Council Meetings. He suggested it be a requirement that all students attend at least one Council Meeting, Commissioners Meeting, etc. during their senior year of high school. He stated these students could write reports after their meeting attendance. Aaron Cutler, Whiteville resident, spoke to Council. He stated he shared the concern regarding the lack of community participation. He stated he had followed up with Mr. Currie regarding a community workday on August 10, 2024 near the Mollie's Branch area. PRESENTATION 8) 8.1) 2024 Hurricane Season/Emergency Management Update Steven Pfaff, Meteorologist-in-Charge for the National Weather Service, located in Wilmington, shared the 2024 Hurricane Season Outlook. His presentation focused on understanding impacts and messaging challenges during an event. Hal Lowder, Emergency Services Director, also updated Council on unity of messaging, The National Interagency Incident Management System (NIIMS) and roles and responsibilities of staff, and the Emergency Management Statutes. Mr. Pfaff stated that in tropical cyclones, water accounts for around 85% of all direct deaths. He stated there were several vehicle-related flood fatalities in recent years, noting it does not take much water to push a This year's Hurricane Season is forecasted to be above normal. It was also noted that southeastern North Carolina was well overdue for a major hurricane. Mr. Pfaff stated one challenge with hurricane messaging is a focus on the category of the storm. He noted the focus should be on all the impacts of the storm, not just the wind. He noted even when a storm weakens, other hazards may actually be increasing. There are also many ways people become injured before, during, and after a hurricane. Mr. Pfaff stated another challenge was misinformation. Everyone is encouraged to not share bad information, as it creates more confusion. The message needs to be unified. The Mr. Pfaff noted the forecast cone of a storm shows where the center of the storm is most likely to go. This is not the same as the impact cone. Itwas noted impacts can happen outside of the cone, given the size of the hurricane. He stated the seasonal outlooks are great for initiating hurricane preparedness actions and discussions at the start of the hurricane season. However, he noted it only takes one storm to define Mr. Lowder noted in addition to protecting life and property and mitigating an incident, it is the responsibility of Emergency Management to ensure the continuity of government and the unity of message. Itis also important to resolve any resource allocation conflicts. Mr. Lowder noted the importance of ensuring the organization follows State and Federal restrictions and requirements. The National Interagency Incident Management System NIIMS guides all levels of government, nongovernmental organizations, and the private sector to work together to prevent, protect against, mitigate, respond to, and recover from incidents. NIIMS establishes standard terminology and a unity of effort. Itu utilizes incident command and also includes operations, planning, logistics, finance, and organized public information. The Joint Information System - JIS integrates incident information and public affairs into a unified organization that provides consistent, coordinated, accurate, accessible, timely, and complete information to the public and Mr. Lowder noted that the governing body of a municipality or county may declare a State of Emergency when necessary. She stated her grandchildren enjoyed this camp. 11) REPORTS 11.1) Manager's Update for. July 23, 2024 Mr. Currie stated the design work was continuing for the Mollie's Branch project. The City has been working with the engineers on the final layout. It was noted FEMAI may be doing al Letter of Map Amendment- Demolition is ongoing for the Provalus project. There are electrical components that still need to be removed from the building. Draft plans are almost complete and the hope is to bid this project out in mid- Designs are almost complete for the next sewer project. This next project will include building a new Lift Station #1 and upgrade Lift The designs for the Columbus County Airport Water and Sewer project are almost complete. It was noted again that this project is being funded by Columbus County through grant funding.
