VOTE: 5-0 (Unanimous) 6) APPROVAL OF MINUTES 6.1) Consideration for Approval of Minutes for the Regular City Council Helen B Holden MOVED to approve the Minutes for the Regular City Yeas: 5 (Kevin Williamson, Jimmy Clarida, Tim Collier, Joshua Harris, Helen B Holden) Nays: 0 Absent: 2 (Terry Mann, Vickie Pait) 7) PUBLIC COMMENT John Deans, 1311 Spivey Road, stated he had been a resident of Whiteville for many years. Mr. Deans stated he was speaking on behalf of the Columbus County Beaver Board. He explained the timeline for last week's activities regarding the destruction of the beaver dam in Soules Swamp. He stated he was contacted regarding blowing a dam in Soules Swamp. He stated he then contacted a licensed blaster. Mr. Deans stated that according to the monitor at the bridge, there was a drop in the water level of around one foot after the beaver dam was blown. He stated this was a positive move that helped with the flooding problem. He requested that the Columbus County Beaver Board be added to the next Council Meeting agenda to allow them to give a presentation. BUSINESS 8) 8.1) Capital Project Ordinance No 2024-0-96 Phase 3 Stormwater Improvements Mr. Currie presented Council with Capital Project Ordinance No 2024-O- 96-F Phase 3 Stormwater Improvements. This ordinance establishes the budget and is a portion of the requirements from Golden Leaf. Mr. Currie noted that when the City accepted the funding, he mentioned to Council that this was a 100% grant. Mr. Currie reminded Council that when it approved the application, he asked for $100,000 in a voluntary match to improve the City's chances of getting funded. This grant is for the Canal Street project and totals around $1.3 Million. The design is in progress. An application has been submitted to RJ Corman. Mr. Currie noted the application to RJ Corman was $500. There will be an additional $1,000 for the permit. In all, it will total around $20,000 to Jimmy Clarida MOVED to approve Capital Project Ordinance No 2024- stay under that line. 0-96- Phase 3 Stormwater Improvements. Council Member Clarida thanked the City for the good work surrounding Council Member Collier asked if the Police Department had a designated drug Council Member Harris thanked the City for the work that was done regarding Tropical Storm Debby. He asked about the lighting involved with the DOT project in North Whiteville. Mr. Currie stated the City had signed all necessary paperwork and was only waiting on Duke Energy. Mr. Currie stated he would send another email inquiring on the status of this lighting project. Mayor Pro Tem Williamson noted that Mayor Mann was out of town for tonight's Council meeting. Mayor Pro Tem Williamson also noted that Council Member officer. Chief Ipock stated the detective's unit handles this. Pait was at a conference. 10) REPORTS 10.1) Manager's Update for August 13, 2024 Mr. Currie provided Council with the Manager's Update: everyone put in before, during, and after the storm. 1. Storm Update Mr. Currie stated the City got lucky regarding Tropical Storm Debby. He noted he was appreciative of the work that staff and 2. Mollies Branch Project - Mr. Currie stated an informational meeting regarding this project was scheduled for August 19, 2024 from 5:00-6:30 p.m. This will be a drop-in meeting. This meeting will allow residents along Mollies Branch to go over the plans and review the project. It will also provide a timeline for when the project will begin. Council Member Collier asked how the city had advertised this meeting. Mr. Currie stated this information was made available on the City's website, as well as its social media. It was also shared with all local media and notices were taken door-to-door in the area by City staff. 11) ADJOURNMENT meeting.
