Amendment oft the Comprehensive Transportation Plan by the Cabarrus-Rowan MPO to show al Proposed Access Road and  WHEREAS, the Town of Spencer has identified several hundred acres of land north ofl Long Ferry Road, westo ofI- 85 ande east oft thel NCI Railroad (including thee existing Innospec plant, the old NC Finishing Company site, and what! has beeni identified ast the Fisher Lambe site) thati is prime for commercial andi industrial development; and WHEREAS, while this property isi in close proximity tol I-85 access, itl hasl limited road access tot the interstate using Hackett and Five Row Streets whicha are narrow streets running through ar residential neighborhood, said WHEREAS, a more direct route tol I-85 for commercial andi industrial traffici ise essential in supporting existing WHEREAS, commercial and industrial developmenti in and around the Long Ferry Road corridor is recognized as ani important economic development priority by the' Town's Comprehensive Land Use Plan, adopted byt thel Board WHEREAS, ar recently completed Long Ferry Road Corridor, Study, adopted byt the Board of Aldermen aftera public hearing and public workshop, identifies the need for a new: access road from Long Ferry Road north to Hacket Street top provide needed access to existing industry and undeveloped industrial property; and WHEREAS, the Long Ferry Road Corridor, Study alsoi identified the need to realign thei intersection at Long Ferry Road oft the new: access road and existing Montclair Drive: and Hinkle Lane tol better manage increased traffic NOW THEREFORE, BE ITI RESOLVED: that the Spencer Board of Aldermen do: support efforts toj proceed with this road construction and intersection realignment,: and asa part of that effort request thatt the Cabarrus-F Rowan MPOt take actions as needed toi initiate revisions to the MPO's Comprehensive Transportation Plan Map to show this roada addition andi intersection realignment, and the: same is requested of the NCI Dept. ofTransportation! for  routing beingi inadequate for commercial truckt traffic; and industry and developing new businesses in this area; and  of Aldermen in May of 2022 after publici input and aj public hearing; and  movements predicted byt this study;  subsequent: adoption of said map. CONSIDER ADOPTING- - Resolution 24-02 Authorizing the Town Manager to execute an MOA with the NCI League of Municipalities fort the League's Municipal Accounting Services: and Town Manager Peter Franzese gave aj presentation and answered questions from thel Mayor and Board. NCLM is making a variety of services available to municipalities across the state with the ARP Service Line. Services are provided through NCLM staff and ai network of statewide  Cybersecurity Grant and the Guidance and' Technical Assistance Grant    partnerships. Options include municipal accounting software, legal assistance, strategy and approach, grant funding, cybersecurity, planning and engineering, and communication with citizens. Town staffi is exploring several oft the available options but recommends moving ahead at Thel NCLM has provided al blanket MOA that includes language for the Municipal Accounting Services (MAS) program. Staff] has not yet determined whether to] partner with NCLM: for MAS, and NCLMI has assured us that thei included language on MAS only applies ifa town is entering intot that program.. Asi it currently stands, MAS will not apply to Spencer, and MASi is not required to move forward with cyber security and grant services. Ifv we determine we would like to move forward These services will be funded by NCLM's. ARP allocation at no expense to the' Town.  this point with the cybersecurity and grant services.  with MAS, we can amend the MOA.  Action  Alderman Rashid Muhammad moved to adopt Resolution 24-02. Purchasing Policy an updated and consistent set of written procurement policies.  Finance Officer Heather Kann and Lead forl NCI Fellow Ryan Ledbetter gave aj presentation and answered questions from the Mayor and Board. The Town has had a goal for several years to create The intenti is to provide effective, efficient, and economical buying processes, and follow thel legal guidelines set forth in the North Carolina General Statutes. This policy also includes at travel policy  and procurement card policy.  Action  Alderman Steve Miller moved to adopt Resolution 24-03 Town Purchasing Policy, which isi included as attachment Ct to these minutes. Topics discussed included the 2nd Streetsinkhole, updates on the plans to solve 17th Street flooding, Chicken Creek Dam safety response, Walton Creek clearing, and updates on the Spencer Town Park timeline. Mayor) Jonathan Williams requested Town Manager Peter Franzese ask Hazen and Sawyer to follow up with the State regarding the status oft technical documents submitted for the 17th Street flooding mitigation construction project grant. Alderman Steve Miller requested Public' Works Director Joel Taylor assist the residents of17th Street in regard to the previously mentioned flooding issues. Addressed Mr. Carl Martin's earlier concern about fire protection in the proposed Hawkins Meadows annexation and asked ifa additional fire hydrants would be installed.
