MINUTES Spencer Board of Aldermen Pre-Agenda Meeting March7, 2024 The Town of Spencer Board of Aldermen meti inr regular session to conduct a pre-agenda meeting in the Hilda B. Palmer Board Room ati the Spencer Town Hall on Thursday, March 7, 2024, at 5:32! p.m. Present were: Mayor. Jonathan Williams Mayor Pro Tempore Patti Secreast Alderman Steve Miller Alderman Andrew Howe Alderwoman Erin Moody Alderman Rashid Muhammad Alderwoman Patricia Sledge Also present were: Town Manager Peter Franzese, Town Clerk Anna Kanode Ward, Finance Officer Heather Kann, Public Works Director. Joel Taylor, Fire Chief Michael Lanning, Planner Kyle Harris, Planning & Zoning Administrator Steve Blount, Special Projects Manager. Joe Morris, UNC Lead for NC Fellow Ryan Ledbetter, and Police Chief Michael File. MPAI Intern Skye Allan attended via Zoom. Mayor Williams called the meeting to order, gave thei invocation, and led the Pledge of Allegiance. Planning & Zoning Administrator Steve Blount gave a presentation regarding the annexation of parcels 3242 279, 3240 048, and 324 132 (at about 900 Hawkinstown Road) and answered questions from the PUBLIC HEARING-I Hawkins Meadows Annexation Board. Mayor Williams opened the public hearing. 1. Albert W.. Johnson, 350 Timberwolf Lane, Salisbury, NC: 28147; owner of an adjoining parcel at 704 Hawkinstown Road and several nearby acres, stated that Mr. Blount had informed him that his property was not being annexed. Being no one else present wishing to speak, Mayor Williams called for a motion to close the public hearing on the annexation of parcels 324: 279, 324048, and 324 132 (at about 900 Hawkinstown Road). Action Alderman Rashid Muhammad moved to close the public hearing on the annexation of parcels 324: 279, 324 048, and 324 132 (at about 900 Hawkinstown Road). Alderwoman Patricia Sledge seconded the motion, which carried by a unanimous vote of 6-0. REVIEW OF MARCH 12, 2024, AGENDA INVOCATION meeting. Alderman Rashid Muhammad volunteered to give the invocation at the March 12, 2024, regular REƇOGNITIONS Alderwoman Sledge wishes to recognize the Northern Rowan Family Medicine for winningt the Rural Economic Development Private Owner Building Reuse Program Grant. The Board agreed by consensus to move thet following items to the consent agenda: CONSENT AGENDA APPROVAL OF MINUTES: February 8, 2024, Pre-Agenda Meeting Minutes ii. February 13, 2024, Regular Meeting Minutes CONSIDER, ADOPTING - Resolution 24-09 Authorizing Rural Downtown Economic Development Grant (RDEDG) Application and Committing to 5% Local Match Ity was the consensus of the Board to leave the rest of thei items on the regular agenda. EXECUTIVE SESSION ADJOURNMENT Approved by: Jonathan Itv was the consensus of the Board that there was no reason to go into Executive Session.
