Palmer Board Room at the Spencer Town Hall on Thursday, April 4, 2024, at5:31 p.m. Present were: Mayor. Jonathan' Williams Mayor Pro Tempore Patti Secreast Alderman Steve Miller Alderwoman Erin Moody Alderman Andrew Howe Alderman Rashid Muhammad Alderwoman Patricia Sledge Also present were: Town Manager Peter Franzese, Town Clerk Anna Kanode Ward, Finance Officer Heather Kann, Public' Works Director Joel Taylor, Fire Chief Michael Lanning, Planning & Zoning Administrator Steve Blount, and Police Chief Michael File. MPAI Intern Skye Allan attended via Zoom. Mayor Williams called the meetingt to order, gave the invocation, and led the Pledge ofA Allegiance. Planning & Zoning Administrator Steve Blount gave a presentation regarding the annexation of parcel 047 PUBLICI HEARING-1 1840 US HWY 29. Annexation 011( (1840 USI HWY 29) and answered questions fromi the Board. Mayor Williams opened the public hearing. Being no one present wishing to speak, Mayor Williams called for a motion to close the public hearing on the annexation of parcel 047011 (1840 USHWY29). Action Alderman Muhammad moved to close the public hearing on the annexation of parcel 047011 (1840US HWY29). Mayor Pro Tempore Secreast seconded the motion, which carried by a unanimous vote of 6-0. Planning & Zoning Administrator Steve Blount gave a presentation regarding the rezoning of parcel 038067 PUBLICHEARING: -1104 N. Salisbury Ave. Rezoning (11041 N. Salisbury Ave.) and answered questions from the Board. Mayor Williams opened the public hearing. Being no one present wishing to speak, Mayor Williams called for a motion to close the public hearing on the rezoning of parcel 038 067 (11041 N. Salisbury Ave.). Action Mayor Pro Tempore Secreast moved to close the public hearing ont the rezoning of parcel 0380 067 (1104 N. Salisbury Ave,).Alderwoman Sledge seconded the motion, which carried bya a unanimous vote of6-0. REVIEW OFAPRILS,2024, AGENDA INVOCATION Alderman Muhammad volunteered to give thei invocation ati the April 9, 2024, regular meeting. Itwas the consensus of the Board to add thet following item toi the agenda as item 9: a. CONSIDER ADOPTING - Budget Ordinance. Amendment: 23-14.017 Rowan Arts Council 2023 ADDITIONS/DELETIONS Fall American Cultural Development Grant for $937.50 RECOGNITIONS Mayor Pro Tempore Secreast wishes to recognize Brian Alford, the owner of Sumtin' T'eat, and Larry Dixon, the coach of the North Carolina State University Men's Basketball team. MPAI Intern Allan wishes to recognize the Labor History: Storytelling Social Night organizers. The Board agreed by consensus to move thei followingi items to the consent agenda: CONSENT. EXECUTIVE SESSION ADJOURNMENT Itv was the consensus of the Board that there was no reason to go into Executive Session. Alderman Muhammad moved to adjourn the meeting. Mayor Pro Tempore Secreast seconded the motion, which carried unanimously with a vote of6-0.
