MINUTES Spencer Board of Aldermen Pre-Agenda Meeting February 8, 2024  The Town of Spencer Board of Aldermen meti in regular session to conduct aj pre-agenda meeting at the  Spencer Town Hall on Thursday, February 8, 2024, at! 5:32 p.m. Present were: Mayor Pro Tempore Patti Secreast  Alderman Steve Miller Alderwoman Erin Moody Alderwoman Patricia Sledge Alderman Rashid Muhammad  Also present were:' Town Manager Peter Franzese, Town Clerk. Anna Kanode Ward, Finance Officer Heather Kann, Public Works Director Joel Taylor, Fire Chief Michael Lanning, Police Chiefl Michael File, Alderman Andrew Howe, Special Projects Manager Joe Morris, and MPA Intern Skye Allan attended via  Planner Kyle Harris, and Planning & Zoning Administrator Steve Blount. Mayor Pro Tempore Patti Secreast called the meeting to order, gave the invocation, and led the Pledge PRESENTATION - Update on the Rowan County Tourism Wayfinding Program in the Town of Town Manager Peter Franzese introduced James Meacham and Buzz Bizzell who presented the final revised plans for the' Town of Spencer Wayfinding Program and answered questions from the Board. Topics discussed included: the inability to have North Carolina Transportation Museum signage, Town  ofAllegiance.  Spencer (James Meacham and Buzz Bizzell)  limit signage locations, trail signage, costs, and the timeline for the project. Alderman Rashid Muhammad entered the Hilda B. Palmer Board Room at 5:39 p.m.  PUBLIC. HEARING - 707 North Salisbury Avenue Rezoning  Planning & Zoning Administrator Steve Blount gave a presentation regarding the rezoning of parcel 087 084 (707 North Salisbury. Avenue) from RMST to VSR: and answered questions from thel Board. Being no one else present wishing to speak, Mayor Pro Tempore Patti Secreast called fora a motion to close the publicl hearing on the rezoning of parcel 087 084 (707 North Salisbury Avenue) from RMST  to' VSR. Action  Alderwoman Erin Moody moved to close thej public hearing on the rezoning of parcel rezoning of parcel 087 084 (707 North Salisbury. Avenue) from RMST to VSR. Alderwoman Patricia Sledge  seconded the motion, which carried by a unanimous vote of5-0. PUBLICI HEARING- 970 Long Ferry Road Rezoning  Planning & Zoning Administrator Steve Blount gave aj presentation regarding the rezoning of parcel 051035 (9701 Long Ferry Road) from C-85 tol IND: and answered questions from the Board.    Mayor Pro Tempore Patti Secreast opened the public hearing. The following people spoke against the  proposed rezoning:  1. Frances Driscoll, 710 Long Ferry Road, Salisbury, NC 28146 2. Jake Fitzgerald, 750 Long Ferry Road, Salisbury, NC: 28144  Being no one else present wishing to speak, Mayor Pro Tempore Patti Secreast called fora a motion to close thej public hearing on the rezoning of parcel 051 035 (970 Long Ferry Road) from C-85 to IND. Alderman Rashid Muhammad moved to close the public hearing on the rezoning of parcel 051 035 (9701 Long Ferry Road) from C-851 to IND. Alderwoman Patricia Sledge seconded the motion, which  Action  carried by a unanimous vote of5-0.  PUBLIC HEARING-1840 North US Highway 291 Rezoning  Planning & Zoning Administrator Steve Blount gave a presentation regarding the rezoning of parcel 047 011 (1840 North USI Highway 29) from IND to MU-2 and answered questions from thel Board. Being no one else present wishing to: speak, Mayor Pro Tempore Patti Secreast called fora ai motion to close thej publicl hearing on the rezoning of parcel 047 011 (1840 North US Highway 29) from IND to  MU-2. Action  Alderwoman Erin Moody moved to close the public hearing on the rezoning of parcel 047 011 (1840 North US Highway 29) from IND to MU-2. Alderwoman Patricia Sledge seconded the motion, which  carried by a unanimous vote of5-0. REVIEW OF FEBRUARY13, 2024, AGENDA  INVOCATION regular meeting.  Alderman Rashid Muhammad volunteered to give the invocation at the February 13, 2024,  ADDITIONS/DELETONS AND ADOPTION OF AGENDA  Itwast the consensus oft the Board to delete the following items from the February 13, 2024,  Regular Meeting Agenda:  CONSIDER ADOPTING- - Budget Ordinance Amendment 23-14.014. Accept Salisbury- CONSIDER AWARDING -2 2024Town of Spencer School Safety and Support Grant  Rowan Community Foundation Endowment Fund Grant  Program  Itwast the consensus of the Board to add the following item to the February 13, 2024, Regular  Meeting Agenda as number16:  CONSIDER AUTHORIZING - Town Manager to execute Amendment 1 to the MOA with the NC League ofI Municipalities for the Municipal Accounting Services and Cybersecurity Frant and the Guidance and' Technical Assistance Grant    RECOGNITIONS  Mayor Pro' Tempore Patti Secreast corrected her recognitions to Students oft the 1st Semester Dontarrance. Ambers of North Rowan Elementary: School and Lucy Jones ofl North Rowan High School, and Student-Athletes: Rylan Furr and Bailee Goodlett ofl North Rowan High School. The Board agreed by consensus to move the following items to the consent agenda:  CONSENT AGENDA  APPROVAL OF MINUTES:  i. January 4, 2023, Pre-Agenda Meeting Minutes ii. January 9, 2023, Regular Meeting Minutes iii. January 30, 2024, Called Meeting Minutes  CONSIDER RATIFYING - Amended Ordinance 23-24.01 Stanback Forest Annexation CONSIDER ADOPTING -) Budget Ordinance. Amendment 23-14.013 North Carolina Transportation Museum (NCTM) donation to the Spencer Fire Department CONSIDER ADOPTING - Budget Ordinance Amendment 23-14.015 Police Department  Cameras  Action  Itwas the consensus of the Board tol leave all remaining agenda items on the regular agenda.  EXECUTIVE SESSION ADJOURNMENT  Itv was the consensus of the Board that there was no reason to goi into Executive Session.  Alderman Rashid Muhammad moved to adjourn the meeting. Alderwoman Erin Moody seconded the motion, which carried unanimously with a vote of5- 0.
