In order to proceed, the Town needs to enteri into an encroachment: agreement with NCDOT and authorize the TDA to work on our behalf to implement the system. Amendment 1 to the MOA with thel NCI League of Municipalities for the Municipal Accounting Services and Cybersecurity Grant and the Guidance and NCLM: is making a variety of services available to municipalities across the state with the ARP Service Line. Services are provided through NCLM: staff and a network ofs statewide partnerships. Options include municipal accounting software, legal assistance, strategy and approach, grant funding, cybersecurity, and communication to citizens. The Town and NCLM executed an MOA in January for cybersecurity and grant services. Since then, staff] has learned more about the Municipal Accounting Services, including software provided by NCLM's consultant, Black Mountain Software. After participating in multiple demonstrations, staff recommends joining thel NCLM financial software program. The updated software would provide cloud-based hosting and functionality we do not currently have, including a credit card payment manager, ACH payments, electronic check signing, timecard interface for payroll, and more. Wel believe the added: features and productivity improvements made possible by this conversion will be worth the investment.
