MINUTES Spencer Board of Aldermen Pre-Agenda Meeting June 6, 2024 The Town of Spencer Board of Aldermen met in regular session to conduct a pre-agenda meetingi in the Hildal B. Palmer Board Room at the Spencer Town Hall on1 Thursday, June 6, 2024, at 5:33 p.m. Present were: Mayor Jonathan Williams Mayor Pro Tempore Patti Secreast Alderman Andrew Howe Alderman Steve Miller Alderwoman Erin Moody Alderman Rashid Muhammad Alderwoman Patricia Sledge Also present were: Town Manager Peter Franzese, Town Clerk Annal Kanode' Ward, Finance Officer Heather Kann, Public' Works Director. Joel Taylor, Police Chief Michael File, Fire Chief Michael Lanning, Planner Kyle Harris, and Planning & Zoning Administrator Steve Blount. MPA Intern Skye Allan attended via Zoom. Mayor Williams called the meeting to order, gave the invocation, and led the Pledge of Allegiance. PUBLICHEARING- Proposed Fiscal Year 2024-2025 Budget Town Manager Franzese gave a presentation regardingt the revised Proposed Fiscal Year 2024-2025 Budget Mayor Williams opened the public hearing. Thei following people spoke against the Proposed Fiscal Year and answered questions fromi the Board. 2024-2025 Budget: 1. Sam Morgan, 310 Sowers Ferry Rd., Spencer, NC: 28159 2. Thomas Strini, 15 Beauregard Dr., Spencer, NC28159 Mayor Williams gave a presentation regarding the Proposed Fiscal Year 2024-2025 Budget. Being no one else present wishing to speak, Mayor Williams called for a motion to close the public hearing ont the Proposed Fiscal Year 2024-2025 Budget. Action Alderman Miller moved to close the public hearing on the Proposed Fiscal Year: 2024-2025 Budget. Alderwoman Sledge seconded the motion, which carried by a unanimous vote of6-0. PUBLICHEARING: - 1006 & 1008 N. Salisbury. Ave. Rezoning to SFR-3to Allow! Subdivision Planning & Zoning Administrator Steve Blount gave a presentation regardingt the rezoning of parcel 0380 073 (1006 and 1008 N. Salisbury Ave.)1 from SFR-21 to SFR-31 to allow subdivision and answered questions from the Board. Mayor Williams opened the public hearing. Being no one present wishing to speak, Mayor Williams called for ar motioni to close the public hearing on the rezoning of parcel 038073 (1006 and 1008 N. Salisbury Ave.) from SFR-2to SFR-3. Fire Chief Lanning and Public' Works Director Taylor also answered Wide Rights-of-Ways (ROW) in Limited Cases questions from the Mayor and Board. Mayor Williams opened the public hearing. Planning & Zoning Administrator Steve Blount gave a presentation regarding the Adoption of the Yadkin Mayor Williams opened the public hearing. AUTHORIZING -Town Manager and staff to applyi for the 2024 Patrick Leahy Bulletproof Town Manager Franzese presented information regarding the Patrick Leahy Bulletproof) Vest Partnership Program and answered questions from thel Mayor and Board. The Town is a current recipient of this Vest Partnership Program Vest Partnership Program program and receives 50% oft the vest cost with it. Action Alderman Miller moved to authorize the Town Manager and staff to applyt fort the 2024 Patrick Leahy BulletproofVest! Partnership Program. Alderman Howe seconded the motion, which carried bya unanimous vote of6-0. EXECUTIVE SESSION ADJOURNMENT Ity was the consensus oft the Board that there was no reason to go into Executive Session.
