Mayor) Jonathan Williams called the meeting to order, gave the invocation, and led the Pledge of CONSIDER ADOPTING -I Municipal Agreement with NCDOT to perform ai feasibility study for the Northern Rowan Connector (also known as EB5861 or 3rd Street Greenway) project. Overall, the project has been partially funded for several years, but the Town! has been unable to provide a full 20% match, and the overall cost has gone up due to construction costs and scope This agreement would fund an initial Feasibility Study for the project at $45,162 cost. CONSIDER AUTHORIZING - Fire Department staff to apply for an Office of State Fire Marshal Fire Chief Michael Lanning gave aj presentation and answered questions from the Mayor and Board. The matching grant from the Office of State Fire Marshall is tol help pay salaries for full-time (OSFM) matching grant. firefighters. Action Alderwoman Erin Moody moved to authorize Fire Department: staff to apply for an Office of State Fire Marshal (OSFM) matching grant, which is included as Attachment. A to these minutes. ADOPTING- -) Fire Department Staffing Fire Chief Michael Lanning gave a presentation regarding the Fire Department's staffing needs. Fire Captains Anthony' Waller and Dakota Anderson also spoke to the Mayor and Board about their currentstaffing needs. Town Manager Peter Franzese and Fire Chief Michael Lanning answered CONSIDER. ADOPTING - Budget Ordinance. Amendment 23-14.011 Remove SAFER Grant Town Manager Peter Franzese, Finance Officer Heather Kann, and Fire Chief Michael Lanning answered questions from the Mayor and Board. The Town included in anticipation of receiving a SAFER grant revenue and expenditures in the FY24 budget to fund six new positions int thel Fire Department. The Town has been informed that we were not awarded this grant. The' Town needs to remove the revenue and expenditures related to the: anticipated grant thata are questions from the Mayor and Board. Related Revenue and Expenditures from FY24 Budget included in FY24 budget. There is no financial impact since no new staff was hired pending the grant award. The' Town included revenue and expenditures in the FY24 budget to fund six new positions ini the Fire Department in anticipation of receivinga SAFER grant. However, this' Town has been informed that we were not awarded this grant. The phasing of six full-time positions in the FY24 budget. Beginning with three engineers in April The total projected cost for the new positions is projected tol be $54,464. The Fire Department) has struggled to fill: shifts this year with Part-Time firefighters. As a result, iti is anticipated that the Town willl be $18,000 below budget for Paretime/Temporary Wages due to this issue that can be reallocated towards these full-time positions. The FY24 Budget alsol has $10,000 that could be allocated toward the positions. This would leave $26,483 that would bei required to be budgeted Itis also projected that next year's tax rate would have to be increased by at least 7.5 cents to cover Full-Time Firefighters and three firefighters in June. from Fund Balance. the cost ofthese six new positions.
