Public Request Troy Moore-LHS Tennis Storage Troy Moore, Tennis Coach for Lebanon High School, expressed his appreciation for the nice tennis courts. He presented the need for a storage facility for the tennis team because as ofnow they are using part oft the Parks and Recreation cleaning storage facility for their equipment. Mr. Moore questioned ifthe Town Council would be open to them placing a storage building that would coordinate with the current building structures at the. J.S. Easterly Park. He stated that the location he had in mind toj place the storage building near the tennis court site, but it would be in an area that is out of view to the public where there is not much foot traffic. The Town Council discussed Mr. Moore's request, and they agreed for the Town to prepare a concrete pad fora a storage building that the tennis team could use. Daniel Caldvel-Airmedeare Daniel Caldwell, representative for AirMedCare Network, stated that he works with Highlands Emergency Air and Transport, better known as Wings. He stated that currently he is working on the membership side ofthe business with AirMedCare. He stated that the Town could purchase membership for all the Town Employees and Town Council members at an annual cost of $75.00 per employee with ai total cost of$3,900.00 which covers everyone living in the household regardless of age or relationship. He stated that their nearest location was at Marion, with other various locations. Mayor Dodi advised that the Town Councill would discuss AirMedCare for the employees in order to come to an answer regarding this service. IX. New Business Gay Street Water Line Replacement Mr. Lambert advised that the current water line on Gay Street is in need to be replaced. The current line has had several leaks within the last few months. Mr. Shortt presented a cost estimate to replace the water line on Gay Street in the amount of $22,243.78. Mr. Shortt advised that this project would not require an Engineer Firm but would require al back tee test as well as a Upon motion made by Mr. Lambert, seconded by Mr. Gilmer, the Town Council unanimously voted to approve to replace the water line on Gay Street with the purchase oft the quoted materials as listed. Town Managers Report Mr. Shortt presented a brief update regarding the ongoing Town projects. He stated that they are installing new garage doors with the floors being the next item at the Fire Department. He advised that Luna Layers have recommended a urethane topcoat at the cost of $2,091.00. due to the fact that glass doors are replacing the current doors which may cause the paint to fade. Upon motion made by Mr. Lambert, seconded by Mr. Leonard, the Town Council unanimously voted to approve the additional cost increase in the amount of $2,091.00 to Luna Layers to add a urethane topcoat to the Lebanon Fire Department floors. Mr. Shortt advised that the Town Employees will return to the Russell Theater Pavilion to work this week. He stated that the sidewalk is almost completed at the Court House plus the pickleball courts have been marked off. Mr. Shortt advised that the Town was awarded the VDOT Grant in the amount of $2,500,000.00. He stated that he spoke with John Dew concerning the force accounts, force accounts cannot be administered by VDOT representative therefore Mr. Shortt is planning to attend a VDOT conference in September to start training to be able tol locally administer VDOT projects. Mr. Shortt presented a CProp Grant Resolution for the Russell Theater Pavilion in the amount of Upon motion made by Ms. Jackson, seconded by Mr. Gilmer, the Town Council unanimously voted to approve the CProp Resolution for the $50,000.00 Grant funds for the Russell Theater Pavilion. The vote was as follows: Ms. Jackson, Aye; Mr. Gilmer, Aye; Mr. Leonard, Aye; Mr. Mr. Shortt advised that the Lebanon Fire Department has received a quote from Appalachian Natural Gas Company to install a gas line to the fire department in the amount of $5,000,00. Upon motion made by Mr. Lambert, seconded by Mr. Leonard, the Town Council unanimously voted to approve the Appalachian Natural Gas Company quote in the amount of $5,000.00 to install a gas line to the Lebanon Fire Department building. He stated that the quotes are in the Town Council's information section oft their agenda packets. The quotes are for a Silverado 1500 to replace Chris Dye's truck, the other quote is for a Silverado 2500 Crew Cab for the Street Department. Mr. Shortt presented quotes for a 2014 Freightliner for $44,900.00, a 2011 Freightliner for $80,000.00 or with trade in on the 2011 Freightliner the quoted amount is $72,500.00. The Town Council agreed for Ms. Fields to reach out to Morgan McClure for a bid on the Silverado 1500 and Silverado 2500. Mr. Lambert requested Mr. Shortt check on renting a Brush Truck due to the fact that the Town's Brush Truck will be in the repair shop for a week or Mr. Shortt advised that due to the water in Big Cedar Creek being low he may cut the hours for Mr. Lambert advised that Lebanon Little League will host the Virginia Little League Tournament for the 9, 10, 11-year-old boys. He stated that a parade for the teams will begin at the Lebanon Middle School on Thursday at 6:00 P.M. to end at the Little League Field with a ceremony. He stated that Israel O'Quinn will throw the first pitch with Noah Spencer singing the National Fields, Aye. two weeks. the splash pad to save on water. Anthem plus food trucks will be available. XI. Chiefof Police Report Chief Deskins presented the monthly Police Report. He advised that last year they received a grant for two new vehicles that were ordered last November but should be in by the end ofthis month. XII. Town Attorney Report Mr. Tiller advised that he had nothing to report at this time. XIII. Enter closed session: 7:08 P.M.
