Chairman Robert Hallet called the meeting to order. .Call To Order Chairman Robert Hallet: Present, Vice Chairman. Alexander Beyene: Present, Commissioner Jerome Gonzalez: Present, Commissioner Pankaj Singla: Present, Commissioner Walt Young: Present. II. Pledge of Allegiance III. Citizens Time IV. Minute Approval Chairman Rob Hallet invited everyone to stand for the Pledge of Allegiance. There were no citizens present at this evenings meeting. 1.F Planning Commission Regular Meeting Feb 20, 20247:00PM Commission Gonzalez requested 2 changes to the draft minutes. One was a spelling error andi the other was on the second one mile review regarding appropriate request for a vegetative buffer. After the requested changes, Commissioner Gonzalez moved to adopt the amended minutes as presented. Councilmember Beyene seconded the motion. The motion carried. Agenda Items 1.Zoning Text Amendment: DEQ Requirement- - Request for Public Hearing Town Planner Thomas Britt briefly updated the Planning Commission on the Chesapeake Bay Preservation Act andi the requirements setf forth byt the Department of Environmental Quality on the Town's Comprehensive Plan. He stated that the Planning Commission will need to have a public hearing on as small cross reference regarding plat notation in the Town's Subdivision Ordinance of the Zoning Text Amendment. There was a short discussion on the subject. With no comments, Mr. Britt asked for a directive to proceed with a public notice to have the public hearing at their next regular monthly meeting on April 15, 2024. With no objection, Councilmember Beyene directed town stafft to schedule and post ay public notice for a public hearing on the Zoning Text Amendment as presented; adding the appropriate language cross referencing Section 3.7 oft the Zoning Ordinance and the Subdivision Ordinance. The public Town Planner Thomas Britt shared that while in communication with interested parties on some historic properties int the Town, he directed them to the definitions in the Comprehensive Plan. He shared upon review, the definitions in the Comprehensive Plan has not been updated to match the definitions int the Zoning Text Amendment. He provided the updated the definitions from the Zoning Text Amendment and asked for the Planning Commission to proceed with a public notice to update that particular section of the Comprehensive Plan. Without objection, Councilmember Beyene directed Town Staff to schedule and post notice for ap public hearing on the Comprehensive Plan amendment as presented; adding the appropriate hearing should be held at7 7 pm on April 15th. 2. The public hearing shall be held on April 15th at 7 pm. VI. Old Business Town Planner Thomas Britt provided Old Business updates. He stated that he prepared the suggested comments from the Planning Commission on the Davis substation special use permit and Grayson Overlook rezoning, He stated that he also added some language requested by the Town Council Town Planner Thomas Britt gave a brief update on New Business items. He shared that the Planning Commission willl be reviewing a site plan on one oft the open pad sites at Crossroads Village Center for a hotel. He shared that a special use permit was approved years ago when another hotel was interested in the site. He shared that staffi is currently reviewing the second submission from the hotel. He also shared that the Planning Commission will be considering a special use permit for a second drive thru lane at the Chick Fil-a sitei int the upcoming months. He shared thatt thisi is under finalr review from staff. Chairman Rob Hallet gave the Architectural Review Board updates. He shared that the ARB held a special meeting on March 6th to do a site visit at the Town Park building and came up with suggested items that they would like the Town Council to consider saving andi incorporating into the new pavilion Councimember Beyene gave the Town Council updates. He shared that the Town Council willl be holding asecond public hearing on the Mobile Food Establishment ordinance since there were significant changes made since the original ordinance was drafted. He also sharedi that the Town Council is currently working on the FY25 budget. Mr. Beyene shared alsot thatt the current trash service contract expires in June and that thei fees willi increase. He stated that the staff will be putting out a survey on whether to keep a two day a week pick up or go down to a one day a week pick upt to help lower the cost. As short discussion followed on that subject. There was a discussion about making the pedestrian crosswalks safer, especially near the museum. There was as suggestion about adding at flashing light at that crosswalk. Councimember Beyene shared that staff met with VDOT on the subject. Mr. Britt also shared With no further business before the Planning Commission, Commissioner Gonzalez moved to regarding the traffic. VII. New Business VIII. Architectural Review Board Updates before the building is demolished. A short discussion followed. IX. Town Council Updates that the staff is still working with VDOT on several crosswalks in Town. adjourn with a second by Commission Singla. The motion carried. X. Adjournment 1.
