June 13, 2024 meeting. The minutes were approved as submitted. 2. Additions to the Agenda and approval of Agenda Item 5- Audit Presentation- Corbin Stone These items were removed. The agenda was approved. 3. Public Hearing Item 4- Planning Commission, Addition to Zoning Definitions and Allowable Uses a. Consideration oft the application for Special Use Permit for property located at 35 East b. Consideration of the addition to the Town's Zoning Ordinance of specifications related Main Street tot the placement and disposal of old solar panels The publichearing fort the SUP for property 35 East Main Stret was opened at 7:04pm. No comments from the public. The public hearing was closed at 7:05pm. Jim Reynolds made ar motion to approve the application for SUP fort the property located at 35 East Main Street. The treasurer's reports were approved as submitted. :. Big Spring Park Update- Ed Bordett The General Fund treasurer report includes the amount of the Bobby Wade b. Management The logo for the park has been placed at both entrances. A sign including a map of the parkwill be placed soon. A sign for the pond, pollinator garden, and rules will be placed soon as well. The VOF grant is almost completed. ii.4 4"oflulyupdate- Paige Ware The fireworks were postponed due to weather. Mayor's Report Mayor Smith had no majorreports. iv. Town Manager's Report 1. VDOT Updates VDOTis stillworkingon: a no throughtrucksthrough town. Truckswill take Poor Farm Road to Springwood Road as the alternative route. There may be an issue with sight distance at that intersection; Itis beingresearched now. 2. Pond Update Melanie, Bill and Ed metwith a representative from Wetland Studies and Solutions to get insight into the pond's health. The pond was reported healthy. The more shade the pond has the better for less algae growth. The aerator was in goods shape and a good size for the pond. The outflow pipe was also in good shape. The representative suggested adding an agri- drain that would allow the town to lower and raise the level of the pond. He also suggested adding more dirt to the side of the pond that gets the most algae and planting native plants there. He suggested once or twice ay year chemical treatment for the pond. The ditchneeds wideninga gand suggested planting more native plants He also suggested checking for any nearby fertilizer runoff and pipe leakage because there was an excess of nutrients int the pond. Bill Gaul suggested draining the pond to get the work done that was Melanie will contact the representative to find out the best way and in the ditch. suggested. time to do this work. 5. Citizens Comments Andy Tunell asked about how often the roads are paved in town. potholes. There is also ar manhole sticking up on Church Street. 6. Other Matters/discussion items from Council Mayor Smith answered with they are not routinely paved. Church Street is very rough with Paige Ware askedi if the town could ask' VDOTt to place a stop sign ati the corner of Church and MainStreet. This areai is hard for drivers to see if any cars are coming. This would make this area ai three-way stop. 7.
