MINUTES OF THE REGULAR MEETING PARKS & COMMUNITY SERVICES COMMISSION The Parks & Community Services Commission of American Canyon met in regular session on Thursday, July 10, 2008 at the Recreation Center, 2185 Elliott Drive, American Canyon, California. The Agenda for this meeting was posted at the City Hall Office, the Fire District Office, and the Community/Aquatic Center Office on Thursday, July 3, 2008. Chair Plate called the meeting to order at 6:30p.m. CallTo Order 1. Pledge of Allegiance - The Pledge of Allegiance was recited. 2. Roll Call - Present: Chair Plate, Vice Chair Stewart, Commissioners Macdonald 3. Approval of the Parks and Community Services Commission meeting minutes of May 8, 2008. The minutes were amended to include the comments from Commissioner Goff regarding the landscaping on the corner of Wetlands Edge On a motion made by Vice Chair Stewart, seconded by Commissioner Goff, to approve the minutes as amended of the Parks & Community Services Commission meeting of May 8, 2008. Motion passed by a unanimous voice- 4. Confirmation of Agenda. Business Item #6 was moved to the next month On a motion made by Vice Chair Stewart, seconded by Commissioner Macdonald, the Parks & Community Services Commission July 10, 2008 meeting agenda was amended to remove Business Item # 6: "Report from Commissioner lliff regarding the City's Blue Ribbon Committee and then approved by a and Goff. Bob Schwerin, VFW Post 1199, resident, and retired City employee, suggested moving plaque that is already in place at 2185 Elliott Drive to the Veterans Memorial in the park. He also suggested that the new plaques be made of cast iron instead of bronze due to Rick Loyd, resident, discussed the wording of the plaques noted that bronze is usually Rosemarie Wilson, resident, suggested that maybe the plaques could be etched in John Fahey, US Coastguard retired, resident, would like to make sure that all the thefts of bronze items. stolen and costly and that cast iron or cast steel are not usuaily stolen. granite, which would be less expensive but still look nice. services are listed. She suggested a having a sub-committee to consider future proposals and that the sub-committee should be comprised of a military family representative, Vice Chair Stewart agreed with using a plaque material other than bronze. He thought about a wall with the names of the deceased and the surviving service members. He asked if it was a possibility. Director Davis noted that the City was trying to complete the park as approved and that in the future we could consider other options to honor Commissioner Goff thanked everyone for coming. She liked the idea that we make the plaque of materials that will last, like cast iron or granite. She also would like to see all of the military branches listed on a plaque and a plaque with the park dedication date. Commissioner Macdonald stated that he does not favor the use of bronze plaques, but thought cast iron might work. He thinks a plaque should honor that that have fallen in Chair Plate asked about the timeline. Director Davis stated that it is anticipated that the item will to go to City Council in August. Rick Loyd stated that at Fort Mohave in Arizona they have steel framework with red bricks with veteran's names, when they served, and what outfit they were in are engraved in the bricks. He noted that they are easy to replace, and that stone would also be good. Chair Plate asked if there were comments from Commission on the Policy. Bob Schwerin discussed the tree of life that honors all veterans who lived in American Canyon. The Tree of Life will be relocated to the new City Hall when it is completed. Chair Plate liked Sindy Biederman's idea of having a sub-committee review requests for additional plaques, memorials and monuments. Vice Chair Stewart concurred. Vice Chair Stewart suggested it as a responsibility of the Commissioner responsible for the Cynthia Ripley, Capital Projects Coordinator, reminded everyone that some materials oxidize differently and that the Commission might want to give staff the leeway to decide Commissioner Goff liked Marie Salas' versions of the plaques and would like to list the new parks functional area. Bob Schwerin noted that the memorial has receptacles for flags at the flags from each Sindy Beiderman suggested military branch emblems in the concrete. Vice Chair Commissioner Goff liked Sindy Beiderman's and Cynthia Ripley's ideas and the idea of military branch could be placed there during events. Stewart suggested the emblems be placed on the plaque. putting emblems on a plaque acknowledging each branch. Recommended wording for the first plaque is as follows: Veterans Memorial Park Dedicated City of American Canyon Honoring Those Who Have Served Our Nation 2008 Recommended wording for the second plaque is as follows: In honor of the courageous Veterans of the United States Armed Forces (Emblems off all the branches underneath this heading) On a motion made by Commissioner Goff, seconded by Vice Chair Stewart to recommend the language listed above on the Veterans plaques and in addition that Staff look into alternative plaque materials such as stone or cast iron and recommend that Staff make the choice at their discretion. The motion passed by unanimous voice There was a discussion regarding the development of a process for the consideration of future proposals for Veterans plaques, memorials and monuments. Commissioner Goff recommended having a Committee made up of one Parks and Community Services Commissioner, representative of VFW Post 11099, Veteran at large, community member at large, and a military family member. It was thought that the Commission Chair Plate and Commissioner thought it should be up to the committee to decide whether future plaques and memorials must honor all Veterans or can honor individual Veterans. Vice Chair Stewart said that this should be the one park that honors Veterans only. Commissioner Goff mentioned the idea of having an annual timeframe for proposing plaques and memorials, similar to the community group subsidy program. The pros and cons of considering proposals on an annual basis were discussed. Presentation by Commissioner Iliff Pertaining to the Senior Center Functional Area and Discussion Regarding Work Plan Functional Areas and the Parks Director Davis noted that Commissioner Hiff was not here for the presentation. He presented a short update to the Commission on the progress that the Open Space Itwas decided that since Commissioner Iliff was not present that he and Chair Plate 4. Update regarding status of Commission Members taking the AB1234 Director Davis thanked Commissioner Goff and Chair Plate for completing the ethics training. He noted that the City Clerk will be setting up a training session for those that don't want to do the online training. The two training options would be to go to the live seconded. This item was removed from the agenda. Departmental Report 1. Community Services Director's Report and Departmental Activity Report Director Davis presented the Director's Report to the Commission. He reported that the Veterans Memorial Park should go to the City Council for acceptance of the Park in August. He noted that it is Phase I and that the two developed sections of the park won't be connected until the Broadway Improvement project is done. The meadow areas of the park are currently barren since they cannot be hydroseeded until late September. He informed the commission that the playground equipment was wrapped, There was a California River Parkway Program grant application that was submitted by the Napa County Regional Park and Open Space District for a grant for trails in the American Canyon area. John Woodbury applied for the grant, but the City was involved init. Commission Comments Commissioner Goff was running through Community Park I, a person asked about her why sO we have horse shoe pit that could be easily converted into bocce ball courts. The tennis courts and basketball courts are resurfaced, and look great but he asked why the basketball courts hoops are not back up yet. Director Davis noted the backboards were in ill repair and the same type of backboard is no longer available. The Park Supervisor is working on Chair Plate mentioned that the 4" of July was really great and that his kids enjoyed the activities. He thanked Staff and the 4"hd of July Committee. He asked if the awards for the finding a way to retrofit the existing poles. 4tofJ July Parade were being taken to City Council.
