MINUTES OF COMMISSIONER COURT, MOORE COUNTY, TEXAS REGULAR SESSION, MONDAY, JANUARY 8, 2024 STATE OF TEXAS 8 COUNTY OF MOORE 0 BEI IT REMEMBERED THAT ON THIS 8TH DAY OF JANAURY, 2024 there came to be held a Regular Session of Commissioners Court ofMoore County, Texas in the Commissioners Courtroom in the Courthouse in Dumas, Texas. The following persons were present to-wit: Rowdy Rhoades, County Judge; Daniel Garcia, Commissioner Precinct 1; Miles Mixon, Commissioner Precinct 2, Dee Vaughan, Commissioner Precinct 3; Colt Farni, Commissioner Court having been opened according to law the following proceedings were had to wit: During routine announcements and reports Commissioner Vaughan presented his Certificate of County Commissioner Continuing Education for the year 2023. Certificate is attached and made Morgan Hightower, Sheriff presented a letter ofcompliance for the Moore County Jail from the Texas Commissioner on Jail Standards. Copy of letter attached and made aj part hereofby Kara Millgan, Treasurer presented her Certificate of Completion for Texas Public Funds Investment Act & Related Investment Issues. Motion was made by Commissioner Garcia that the bills for December be approved for payment as presented by Coy Barton, County Auditor and the County Treasurer is hereby directed to issue warrant-checks thereof. Copy ofb burn ban Motion was made by Commissioner Garcia to clarify the $1.00 per hour payment for Emergency Management implemented on October 1,2017 for the SCRAM program was intended to be considered a supplement and will continue as a supplement for the SCRAM program and the supplement does not qualify for a cost-of-living increase: effective January 8, 2024n no supplements will receive a cost-of-living increase on the supplement amount and this will be placed in the employee manual. Motion was seconded by Commissioner Vaughan. Motion Coy Barton, County Auditor stated the rules have changed in regards to leasing vehicles and or equipment. He stated when a vehicle is leased the total cost ofthe vehicle has to be placed in the budget with the payments being budgeted as principal and interest. He stated in the current budget the Sheriff'sl Dept. will spend more that what was budgeted for vehicles. He also made the court aware oft the fact when they are doing lease contracts, they are committing future courts and future budgets for the next four years. He stated future courts may not be in favor of leasing vehicles. Coy stated ift the county continues to lease vehicles the auditing fee will increase due to the amount ofwork involved in the audit process. Coy will amend the budget to Motion was made by Commissioner Mixon to accept the bid from Z Concrete in the amount of $9,074.00 for concrete drains at the airport with expenditure to be paid from the RAMP Grant. Raymond was instructed to go look at the alley on Norma & 10th but not to do anything since it is not a county road. Raymond asked ift the county could make the gas companies bury their pipeline deeper than 48 inches and it was stated they could, but the policy would need to be changed. was seconded by Commissioner Farni. Motion was made by Commissioner Vaughan to interview applicants and use al base: salary of $60,000.00 annually with an increase every six months for two years based on performance evaluations and consider moving the airport manager to a salaried position if possible.
