(406) 843-5250 * Fax( (406)843-5229 MADISON COUNTY PLANNING BOARD MEETING MEETING MINUTES June 24, 2024 Big Sky, MT Big Sky Resort Yellowstone Conference Center Obsidian Room - 50 Big Sky Resort Rd The tourt fort the Planning Board and other Madison County Departments which' included Moonlight Basin and adjacent. areas including the One & Only tour, is in the preliminary stages of building and is expected to open in 2025, The tour then went through Spanish Peaks to see Highlands West. Ph: 3 and where they: are at in this project as well as the Aspire Amenity Building. The tour then proceeded tot the Yellowstone Mountain Club where we were able to see: the progress of The Village Phase 2. The tour included the employee housing units that are currently under construction: in the Big Sky portion. The housing includes dormitory-style rooms (1,2, &3-person shared rooms), 1 and 2-bedroom apartments, a recreational area, a common area for cooking, eating, etc. The tour concluded at the Big Sky Resort Yellowstone Conference Center. 1. MOTION BY PALMER TO APPROVE MAY 20, 2024 MINUTES AS PRESENTED; SECONDED BY OWENS. MOTION CARRIED UNANIMOUSLY. 7. Board Membership - Request for Board Member Removal Marxer noted that the previous Conservation District Planning Board Member, John Malovich, has not been int touch or been to a meeting since being appointed to the Planning Board. MOTION TO MAKE RECOMMENDATION TO THE MADISON COUNTY COMMISSIONERS TO REMOVE JOHN MALOVICH FROM THE PLANNING BOARD BY OWENS; SECONDED BY TUSSING. MOTION CARRIED UNANIMOUSLY. 8. Economic Impact Report 1 Jackie Haines (BSRAD) Haines presented a slide show titled "The Ripple Effect" regarding the economic impact report as well as the Capital Improvements Plan (CIP). Funding for this program does not include the. Tiger Grant funding. Haines noted ini the presentation that a copy of this report is also available online at: esolixoprne-pesles Locally the 1.26 billion revenue dollars impact 1 in3 jobs for Gallatin and Madison Counties. Haines stated that they're addressing the employee housing shortage and a study showed that of the 2100 employees that were surveyed working in Big Sky, 90% live in Gallatin County and commute to Big Sky, and 3% of Madison County residents live and commute to Big Sky. Approximately 4300 employees are part of the seasonal workforce. The focus is on sustaining Big Sky's economy. The regular workforce during the peak season is approximately 15,000 employees. Haines also showed in the presentation how growth changes the community and a lot of changes have been seen in recent years. Haines discussed the CIP and how the community of Big Sky has a low percentage of discharge of wastewater. The treatment of wastewater is utilized through snow-making, golf courses, etc. She also pointed out how Big Sky is at a 93% risk for wildlife fires., In summary, why does partnership matter?. $144 million in annual public revenue. sustainability. This is seen through property taxes, lodging taxes, and resort taxes. 9. Big Sky Capital Improvement Plan Update - Daniel Bierschwale Page 2of3 This was discussed in Haines' presentation. Are there any questions from the Planning Board? Stowe asked what can we do as individuals to help. Bierschwale stated that more communication between Madison County and Big Sky is key and is hopeful that Madison County is proud of what Big Sky brings to the county. A roundtable meeting would be beneficial to discuss how Madison County and Big Sky can come together. 10. Gallatin Forest Partnership - Daniel Bierschwale Bierschwale stated that this is a celebratory year as the 100th anniversary of the Forest Service approaches. Kevin Germain stated that the collaboration between Gallatin County, Madison County and Big Sky has been a very positive partnership and would like to see it to continue. 11. May 2024 Monthly Report Schriock discussed that development work in the Planning Department has slowed down some. PCSRS continue to come in and temporary addresses are being processed by Schriock. A coordinator position is being looked at and she will update the Planning Board as we progress.. Schriock introduced Nick Plese as the Planning Intern for this summer. Schriock stated that the Madison County Planning Department was awarded the Montana Community Reinvestment Plan Grant (HB 819) for $24,000.00. This money will be used for marketing materials for the Growth Policy. and towards the Subdivision Regulations update (i.e. publishing, printing, etc.). Marxer updated the board regarding the growth policy survey and that the final copy of the survey will be sent to the Planning Board by mid-July. We are utilizing Survey Monkey as, a piece oft the online. survey for residents who prefer to complete their survey online. 12. Unfinished Business - Growth Policy Survey 13. Board Discussion of Next Month's Agenda Items Marxer noted that there will be a Pre-Application on the agenda and the draft of the Subdivision Regulations and the Growth Policy will be available. Future marketing strategies of open houses, community outreach, etc. will begin in the early fall. 15.
