WESLEY MERCER- WATER BILL Wesley Mercer representing the Immanuel Baptist Church lives on Broward Street stated that his problem is that they are not getting the water bill. We got the month of May. We didn't get one. Icame up here and we were. late. So, they charged a $50 fee. Of course, they gave that back to us. Because we didn't get al bill but it's, but we can't figure out how to pay this thing. We've tried paying in advance leaving it up here, but it runs through the money in not time at all when wej just leave money in the account. We've got somebody calling up here to find out what the bill is." They said they took care ofi it. Well, June came: around on June the 6th. We still ain't got a water bill for) June. We called up and paid it, they said wel have credit, but y'all need to do something because we're not getting the bill but y'all charge a $50 fees. You either need to let people go the second month and during that first month send another statement out to somebody or we're on the computer. Mayor) Jones asked ifiti is a matter oft thej post office not delivering your bill. Mr. Mercer responded that's who y'all blame it on.Idon't! know we don't get itIknow that. City Manager Durrance: said we did address with him when he came and talked the other day. We're going to e-mail as well to ensure he gets thel bill. Thisi is the first month that I'vel heard ofi it. Mr. Mercer responded that iti is becausey y'all change people back there like paperwork. Every time you turn around there is somebody new: in there and it's always the new people and they always fire the youngest girli instead of the oldest. This thing's been going on forl Iknow at least six ore eight months we'll get to bill sometimes they just turn the water off. You used to put cards on the thing saying thel bill was going to turn it off but y'all quit that. We don't, well, we don't live there except by church on Sunday, sO we got there on Sunday and the waters off. Mayor Jones said Well, lunderstand, sir I mean, if it's been going on 6-81 months, someone probably should have: said something sooner. No, I'm saying as you as you're presenting tonight versus, Ir mean if the city manager, this is her first-time hearing about it then it's our first-time hearing about it you know you, you've gone through the cycle. Mr. Mercer said sincel complained, there's been a new city manager. There's been new people back there. Mayor) Jones stated that she's been here 18 months. Mr. Mercer mentioned it happened before that I'vel been up here more than once.I probably came up a couple of times about it. Vice Mayor Fite said they were here couple of years ago, same scenario. Mayor) Jones said this and I'm not trying to minimize so this is my first-time hearing ofi it, solmean, wer need to find out where's thel break int the system is. Mr. Mercer said that well, my biggest problem is you need to takei it instead of having it mailed out on the 1st by the 15th of, sO you're late by the 20th we turn it off. You need to give an extra month go 2 months. So that way you haveg got time tos send out another notice if people aint paid. Mayor Jones responded no; you couldn't do that. Attorney Buhr responded that there's no utilities out there that would give that much time. Vice Mayor Fite asked how far away are we from being able to electronic bill people? Interim City Clerk responded well, it's only a matter of paying for the: software system. As we had said, we had several problems with customers where the post office, once those 9001 bill cards have left the city, it's not ani issue regarding we need to mail it out. It's thej post office, sometimes we get them back and their good addresses and they'll takei it tol Ms. Deea and telll her you know what's going on. Sometimes they were as one month they would come in or leaving the post office late. They got to go to Lakeland and come right back. Now we did the Robo calls which we explained to him. It's got his wife or somebody's cell phone number, soi if that's integrated because wel had to, we had to build up the cost with the COMMISSIONERS: N'Kosi Jones, Mayor, Sam Fite, Vice Mayor, David Durastanti, Cliff Lunn, Francisco Arreola Mo AEY CITYOF BOWLING GREEN blue letters telling them they need to call the 15th you know, if we cut off after the 20th or Robo calls. So, it's paper or text. Nowadays they get text messages as a reminder. Ih haven't paid my! bill. The 15th has never changed in the 11 years that I'vel been here. So, It tell them my concern. If youl haven't received it by the first give us a call, Iknow you shouldn't, but if you know it's the 15th apparently it got lost in the mail, we can't control thej post office, unfortunately, we've tried emails, it was misspelled, but hopefully you goti it the second time. Mr. Mercer responded well, she used the excuse that it was misspelled, but when you had a water shortage, and you had the water bowl notice we got the e-mail. So, the e-mail excuses at the wrong account thati is wrong forget what she said, but I mean. City Clerk Gordillo said we've corrected it. Mr. Mercer said she was supposed to call down to our town because she had some questions about thel bill. Never got back with her you're too busy, I guess, and the woman called up here to find out, they said had to calll her back when and that was Monday, on thes second, the third when she did it and then, and nobody called her back and this is what the 11thand they still haven't called her back. Mayor) Jones asked so, do you know, do you know your amount? Mr. Mercer responded he has credit because they took away the $50. So, when) I first came up here and started all this. We don'tt turn churches offi is what I was told because of half a couple times. and they used tol like they used to leave the card on there we come down and payi it. Now they don't leaveal card." They don't do anything. You just come: in and if the card comes don'ti it's turned off.I IfIdon'tg get a bill, why would I why wouldIhave to call somebody to tell them, hey, what's my bill? I don't want to do that to anybody any account I got I don't want to do that; they send thel bill. Mayor Jones said Well, one thing sir, since we'rel having this issue ift the bills leave the city and go to the post office, and they never makei it to you. There'sa a disconnect somewhere. The service, we don't know that you never received it unless you call and say you didn't receive it. I'mi not minimizing what you're saying, sO we're just trying to come toas solution here, but that's just like if you order something from Amazon and it doesn't come and then it doesn'tcome then you're going to call somebody to find out where your package. OK, sO we do make calls. Things do get lost. It's life. It! happens. Mr. Mercer mentioned that our problem is we don't! have a business meeting till the 3rd or 4th. Mayor. Jones said Iunderstand, however, a different than the Amazon example. Wel know that that water bill is due every month on the 15th. Someone in the organization of the church knows that that bill is due. So regardless of where it got messed up at, someone has tol be responsible enough to find out how much thel bill is and pay fori it. Discussion continued regarding thei issues of receiving the bills. City Manager Durrance asked for clarification if! businesses and churches are tol bes shut off. Is it different from family home we cut them off when they aren't paid. Attorney Buhr said that youl have to treat everybody thes same and there is only one type of account that you can'tb be turned off automatically and that's an apartment complex that is paid under master meter and the owner doesn't pay the master meter. You shut it off, you shut off all thei innocent people. The law provides that you can shut it off, but you still give them notice. Churches and schools and everything else you gott to treat them the same. Vice Mayor Fite mentioned that he receives his bill sometimes on the 10th or 12th. He lives close to the city hall. Mayor Jones mentioned that hel had to make calls about issues withl his mail." That maybe everyone needs to make a call and go up the ladder regarding thei issues with the mail. Mr. Mercer said Well, this isn't on your list, but Ig got one question and don't expect an answer. All this county money the county gets from the phosphate mine. Digging or other it seems likei itl COMMISSIONERS: N'Kosi. Jones, Mayor, Sam Fite, Vice Mayor, David Durastanti, Cliff Lunn, Francisco Arreola MR Y CITYOF BOWLING GREEN all goes to Wauchula, and they spend it all down there in Wauchula. Ican't think of anything since IDA boards been in business, came tol Bowling Green or Zolfo as far as that money. Why aren'ty'all out there knocking on their doors to make them give you all some oft that money. It's supposed tol be for the whole county, not just for Wauchula. Idon't expect the answer, but you know what I'm saying? Id don't know if y'all just don't want to pushi it. Vice Mayor Fite said ImeanIc can answer al little that we have gotten some money, but not like aj proportion but yeah, we do ask. Mr. Mercer said I mean, yeah, but it should bes split evenly whenever it comes in every year, they should spliti itl between Wauchula Bowling Green and Zolfo. Same equal amount, not go to decide thel board it's run by the county, and they give ita all to whoeverImean. Because you can look at Bowling Green Ir remember when it use tol be al big! booming town used tol havea truck store bank movie theater eventually it willl be no Bowling Green ify you know, somebody don'ts start pushing businesses this way and Wauchula is not going to doi it and the county is not going to doi it. So that is it for this month we got stuff on the making I'm trying to work on getting food trucks brought back in by the second week in July, so that isi it for recreation for right now. City Manager Durrance mine is short and sweet. We've been working on getting ready to start budget workshops. We've been meeting with departments so that we can start workshops early this time. So, Iwould like tos set up the first workshop, when y'all are available. To do our first one public works isi ready to do theirs. We are open to what y'all are available. Vice Mayor Fite mentioned thati it's tool late to advertise it this week, sO couldn'tadvertise before next week and then we need what, 10 days from the advertisement? The City Manager mentioned that we can't approve anything. It's just a workshop for ideas future. Attorney Buhr it's up to you, but you know, that's why I recommend youj just have a special meeting instead of a workshop if something comes up that you want to vote on? You can always vote oni it. Ifit's concerned about the rules of procedure, you could always waive that by a2 2/3 vote like in the meeting and you can treat itj just like a workshop but that's up to you.
