Bluestone Wind is seeking a Certificate of Environmental Compatibility and Public Need ("Certificate") from the New York State Board on Electric Generation Siting and the Environment ("Siting Board") pursuant to Article 10 oft the Public Service Law ("PSL") and intends tos submit an Application pursuant to Article 10 in August 2018. This filing is intended to notify you of an update to the Facility Site boundary that was identified in Bluestone Wind's Preliminary Scoping Statement ("PSS") filed on August 8, 2017. Along with this letter explaining the update, attached is a map entitled "Updated Layout" which depicts the updated Facility Site and proposed turbine locations. On August 8, 2017 Bluestone Wind submitted a PSS which identified a broad area being considered for Facility components. Since that time, Bluestone Wind has refined and reduced the size of the Facility, including a reduction of proposed turbines from 40 to 33. This is depicted in the attached map as the Facility Site. Overall, the Facility changes are the result of the Applicant's continuing development oft the Facility including efforts to avoid and minimize potential environmental impacts associated with the Facility and as a result of finalizing agreements and discussions with landowners regarding the location of Facility components. We also note that as a result ofthe updated layout which extends to the east, the Hancock and Walton School Districts are now within 5 miles of the Facility boundary and will be added to the Stakeholder List for the Facility. provided in the Applicant's Article 10 Application.
