Burgess Secretary to the Commission New York State Public Service Commission Agency Building 3 Albany, NY 12223 Re: Case No. 16-F-0559: Application of Bluestone Wind LLCJ for a Certificate of Environmental Compatibility and Public Need to Construct a Major Electric Generating Facility in the Towns of Windsor and Sanford, Broome County, New York Dear Secretary Burgess: We represent the Applicant, Bluestone Wind, LLC ("Bluestone Wind" or "Applicant"), in the above-referenced proceeding. This letter is intended to provide you with a status update regarding the Facility development and layout since the filing of the Article 10 Application on September 18, 2018. We are providing an updated description oft the Facility design and layout and an updated Facility map along with a revised project description. Primarily, the Facility design has been updated to reflect a reduction in the number of turbines from 33 to 27 turbines. The Facility Area comprises the same: municipalities as previously identified. On September 18, 2019, Bluestone Wind submitted an Application for a Certificate of Environmental Compatibility and Public Need ("CECPN") under Public Service Law Article 10 (the "Application"). Following one supplement, the Application was deemed compliant by the Chair of the Siting Board on December 27, 2018. However, during the past year, as contemplated in the Application, and is typical for wind project development, the Applicant has continued to optimize the Facility layout. As a result, the Facility design has been updated to reflect a reduction in 6 turbine locations. As depicted on the attached map, the primary layout changes can be summarized as follows: 1. Elimination of 6 turbines (T-11, T-16, T-19, T-22, T-30 and T-32) and the 2. T-1 has been shifted to comply with local setback provisions; 3. T25 has been shifted to avoid impacts to ai microwave path; 4. Ana additional laydown yard has been added; and from HDD to al hybrid crossing method. related access roads and collection; 5. The collection line crossing methodology at Oquaga Creek has been changed The Facility remains proposed in the Towns of Windsor and Sanford, Broome County, New York and nothing has changed with respect to notifications to host or adjacent municipalities or additional municipal stakeholders as a result of these modifications. Overall potential environmental impacts of the project have been reduced through the updated layout and elimination ofthe impacts associated with the 61 turbines total removed from the Facility design. In addition, the modification of the collection line crossing was in response to issues raised by parties to the proceeding. The Applicant is still in the process of re-analyzing the data with regards to the assessment oft the sound impacts associated with the Update and anticipates that an additional update related to sound will be filed at a later date.
