Dear' Town Supervisor, This letter is to demand an immediate and specific answer from the Town Board as far as what the' Town Board considers a reasonable setback from property lines for 700 feet Wind Turbines, and what arguments and considerations are used to set these limits. We have had two Town Board: meetings where many residents voiced their conçerns about Bluestone Wind and wel have provided the Town Board with some ofour own research. The most protective setback (which we still consider below health standards) that the Town Board has mentioned, but not committed to, is3 3x x' Turbine Height from property lines. Presently the proposal is based on a design standard 1009 ft. from homes (1.25xTH) We believe this is not sufficient to guarantee non-participating landowners in the Bluestone Wind project with enough protection for the quiet, safe enjoyment oft their home and land. We like to remind you ofyour own statement: "It has to be done right". As Town Board members, when you decide on the setback, either through a wind ordinance or other zoning regulation, or through settlement discussions and a commitment tol litigate this on our behalf oft the residents, you must consider: 1) Do you feel comfortable, honestly and truly, that you have done enough research to safely say that this setback is okay. That includes the moral question 'would YOU be happy ifyou would: have a' 700 feet turbine 3 xl H from YOUR property line WITHOUT any compensation for your loss ofi). Loss of property value 2) i) After youl have made this above evaluation between you and God", can you honestly say: Irepresent the majority ofthe people int this town with this vote, In represent the people who are: my constituents P i) IfI do NOT speak for the majority or can not assume! I do, does my 'vote' and action based on personal conviction potentially lead to a harm/net loss for some residents, and dol I honestly believe this potential risk is offset by the merits' oft this project, hence my decision and consequent vote can override ini) Dolagree that I can make this decision without a public hearing (like under these losses of health, home and happiness normal "zoning variance procedures" and protocols) We are hoping to be able to work with the Town Board in dealing with this imminent situation and that we can expect quick answers and actions, as is necessary in order tol be effective and to actively participate in the decision making process about the future ofour towns, rather then let the project stand as it is with the inadequate standards, given deadlines in the litigation schedule or opportunities toj participate in settlement hearings. Property Values Ifthe Town Board does not intend to adopt a Wind Ordinance that includes al Property Value Guarantee (PVG), we also would like to hear how some other sensitive issues will be addressed toj protect the residents such as, but not limited to, al PVG (how/where the immediately impacted residents will be able to: find some sort of restitution or Ift the Town Board will: not adopt aj protective Wind Ordinance, we will ask EACH MEMBER of the' Town Board to sign off on a statement that in their honest opinion, there will be no substantial loss of health, property value or loss ofincome based ont the 1.25 x' TH proximity of Wind Turbines and/or such potential loss will be off-set by the public need for the Town of Windsor to set no limitations for Calpine to construct the compensation in case of drop in property value).
