Background Bluestone Wind is seeking a Certificate of Environmental Compatibility and Public Need (CECPN) from the Siting Board to construct a 124 megawatt wind electric generation facility within the Towns of Sanford and Windsor. The proposed Bluestone Wind facility will include 33 wind turbines, access roads, a collection substation, a point of interconnection substation, an operation and maintenance building and permanent meteorological towers. Electricity from wind turbines will be collected via underground lines and transmitted to a new collection substation. The interconnection substation connects the proposed project to an existing NYSEG transmission line. Ifthe Siting Board issues a CECPN to Bluestone Wind, the facility will be considered an electric generating plant and therefore would be subject to Commission jurisdiction. Bluestone Wind will be required to obtain Commission authorization under Section 68 to build and operate the wind facility. Section 68 requires that an Applicant provide evidence to the Commission that the proposed facility is in the public interest and economically feasible and that the Applicant can finance the proposed facility and provide electric service. The hearing is not for consideration of environmental aspects of the proposed project, which are addressed in the concurrent Article 10 proceeding in Case 16-F- 0559, before the Siting Board.
