CALLTO ORDER The meeting was called to order at 7:30 p.m. by Vice Chairwoman Martina Hatley, who also led the Commission in the Pledge of Allegiance. 2. APPROVALOE MINUTES Motion: Kim Buynak motioned to approve the May 20, 2024, Planning Commission Minutes. Seconded by Brian Bieda. Vote: All in favor, none opposed. 3. CIIZENCOMMENISIRE items not on the agenda) Ron Runkles informed the Commission about the changes to his tree farm. The Director of Planning and Zoning, John Breeding, instructed Mr. Runkles to calll him to discuss this matter. 4. CARROLL /FREDERICK COUNTY PLANNERS Carroll County Planner Hannah Weber Hannah was not in attendance; she sent updates to the Planning Commission and was read into the record by Bill Butts. The Fall Water and Sewer ttps/www.carrolcountymd.gov/housingstudy. The website has the survey, information about the study, a timeline, signup to receive updates, and the community needs assessment meetings and events already scheduled around the county. The 2023 Annual Report was] presented to the County Planning Commission and the Board of County Commissioners to update them on the development that occurred over the past year. The next step is to send the final report to the Department of] Planning (MDP) by July 1St. County Zoning Text Amendments for food processing/DAF residual storage. The county is currently in a moratorium regarding the storage oft these residuals. The BCC gave staff directions to look at their zoning code in restricting the storage of these residuals. Hannah is set to send the town the Carroll County comments by July Amendment is due August 1st. The Housing Study website is live at 1 1for Mt. Airy. 2023 Comprehensive Plan. Frederick County Planner - Justin Burker- - Justin updated the Planning Commission on the Mt. Airy Master Plan review; comments have been submitted. Bill #24-07: Amendments to Zoning Ordinance to Update the Definitions of Bodywork - The bill originated on lessons learned from the Frederick County INTERCEPT (Inter-agency Child Exploitation and Persons Trafficking) Task Force. The FPC gave a favorable recommendation on June 12th. Linganore Town Center- There was a reapproval on June 12th for the Preliminary Plan for the remaining 86 townhome lots and HOA open space parcels for an existing PUD subdivision located on the north side of Old National Pike. Linganore Town Center North Commercial - Lot N, the Site Plan was approved on June 12th for a 13,125 SF building located on the west side of Eagelhead Drive. Two Council Bills will go to the FCP regarding the number of chickens on residential properties and Commercial Solar Facilities design criteria. FCP will decide to send the Statea a 60-day review for the Water Resource Element. 5. SITE PLANS/ SUBDIVISIONS/DEVELOPMENT PROIECTS P-21-0002 - Greentree Village Concept Site Development Plan and Pattern Book-1 for review and possible approval. Heather Wallace motioned to grant a Concept approval of the 60-lot subdivision and Pattern Book for the residential portion oft this Greentree Subdivision with the following conditions: 1. That all State, County, and Town Comments are addressed before final approval is granted. 2. That the single-family houses must match the existing neighborhood, and the five houses along the main street must face Main Street. 3. That Streets and Roads review and provide recommendations. 4. That the Mount Airy Fire Department review the additional on-street parking, 5. The garage doors have windows. 6. This is only for the residential portion and excludes the commercial. Seconded by Kim Buynak. Vote: All in favor, none opposed. 6. NEW BUSINESS/INTRODUCTION/RECOMMENDATION Introductiom/Dscusion of the Open Space Waiver for Concept Plans - Discussion of the Open Space Waiver required for all Concept Plan approvals. Heather Wallace recommended breaking down number three into bullet points. Brian Bieda recommends rewording number five to state any conditions imposed on granting the waiver. Heather Wallace motioned to approve the form with the changes discussed, bulletizing the contents ini number three, rewording number five, and removing the word "questions" from the top of the worksheet. Seconded by Kim Buynak. Vote: All in favor none opposed. Waiver Request for the Subdivision Modification request for Greentree - Brian Bieda motioned to approve the waiver request. Seconded by Bill Butts. Vote: 3-2, Brian Bieda - Yea, Martina Hatley- Yea, Bill Butts - Yea, Kim Buynak - Nay, Heather Wallace Nay APFO Park and Open Space letter for Greentree - Bill Butts motioned to approve. Chapter 25 Letter for Greentree = Brian Bieda motioned to approve the documentation from plans for Town Code Chapter 25-4 C and D for the P-21-0002 Greentree Village MXU-CC Subdivision with the clerical error) Lot 14C being removed from infrastructure and replaced with Greentree Village MXU-CC Subdivision. June 3, 2024, Town Council meeting and was Zoning Administrator Report - The Town Zoning Administrator approved 18 permits with a 2023 Mater Plan Meeting Date Two meetings are planned in July.
