Presentation Neighborhood Parks Survey Results Public Information Officer Tyler Newman shared with council the results oft the 60 day park survey the Town disseminated to adults and youth. 568 responses were received, with some the most requested items for parki improvements being resurfaced basketball courts, new playground equipment, better security/lighting, water fountains, a splash pad, recreation/community center, sand volleyball, a dog park, gaga ball, shaded areas, covered picnic areas, and walking/biking trails. Major Special Use Permit Following a public hearing, Council unanimously approved a Major Special Usel Permit from James Chesson Jr. for the operation ofap private RV campground located at 549 Virginia Road. Major Special Use Permit Following aj public hearing, Council tabled consideration ofal Major Special Use Permit from SAGA Construction Inc. for the construction ofmultifamily dwellings (an apartment complex) at 1311 Paradise Road. This matter may be considered at al later meeting. Administrative Committee Fire Department Residency Requirements Update Council unanimously approved this update, which reads: "All Edenton Fire Department: full-time employees with the exception oft the Fire Chief, shall reside within 301 minutes oft thes station. The Fire Chiefshall reside within the town limits or within a six-mile radius ofthe town limits.. All volunteer firemen must reside within the Edenton Fire Department service district." Council hopes this will aid the fire department ini recruiting efforts. Utilities Committee Electric & Water Utilities Customer Service Policy Review Thisi item was once again tabled by council, with some councilors opting to continue todiscuss the $25 utility nonpayment fee and whether tol keep, remove, or shifti it elsewhere. Public Works Committee Additional Handicap Parking Spaces - 200. Block S. Broad Council unanimously approved the addition oft two new handicap spaces on South Broad Street, onei ini front of Southern Bank: at the corner of] Broad and Queen, and another in the current "takeout" parking spoti ini front of Emilio's General Store and Takeaway. New Business Approval of Amended Employment Contract between Town of] Edenton and Town Manager Council unanimously approved an amended employment contract between the Town of] Edenton and its Town Manager (Corey Gooden) to increase the Town Work Authorization - AIA-D-ARP-003 - Water Distribution System AIA Manager's salary from $115,000 to $122,000. Council unanimously approved the work authorization for Phase. II ofthe water distribution system AIA project. Thej project will continue the department'seffortst to assess & GIS/map the Town's water distribution system (i.e., water valves, water lines, hydrants, and wells). Thej project will also include an updated capital improvement plan (CIP) & operation and maintenance plan (O&M) for the water system. The project totals $175,000, whichi is 100% grant funded usingt thel Divisions of Water Infrastructure (DWI) ARPA funds. Budget Amendment = Phase II AIA Water Distribution System Council unanimously approved accepting $175,000 from NCDEQ's DWI for the water distribution system project. Work Authorization S. Broad St Parking Lot Design Council unanimously approved an agreement between the Town of Edenton and the Wooten Company for the Surveying, Design, and Engineering plans for the parking lot on Court & E. Eden (behind former Peeblesand Sears buildings). The total cost for the engineering worki is $34,000. Request for Proposals (RFP) - Neighborhood Parks Council unanimously approved an RFPtol be sent out publicly, which will provide firm(s) with sufficient information to enable them toj prepareay proposal to design the layout and provide and install quipment/renovations for community parks tol be constructed in the Town of Edenton. The six (6) parks included in this RFPare Morgan Park, Stratford Park, Paxton Lane Park, Dr. Martin Luther King,J Jr. Park, Griffith Park, and Colonial Park located within town limits. The RFP identifies the shtingonditonwegupment currently present at the parks and offers ideas for additional equipment that has been discussed during public input meetings and Bids may ber received until 2j p.m. on Thursday, October 19, 2023, to allow time for arecommendation tol be made at the October 23 Town Council meeting. community survey results. Utility Easement Request - E. Eden & Cheapside Alley Council unanimously approved an easement request, made by Roanoke Connect for the FYBE internet servicel being installed on the' Town's electric network. The request willl bei in the 1001 block ofE. Eden Street & Norcross Alley (rear ofs S. Broad St. Business) and would allow foru underground accesses to bei installed to the rear oft these locations. This approval is contingent upon the final version and approval by Town Attorney Hood Ellis.
